LIBERTY PROPAGANDA IN SOUTH AFRICA UNWELCOME . - . . ' CAPETOWN, South Africa July 10. A grave warning against propaganda aiming at the political independence' of South Africa has just been issued broadcast by General Botha. His statement follows: "Members of the South African party must noO allow themselvas to be misled by false and misleading propaganda for independence. Twelve negroes ran into this opera house, which later was fired by the mobs, during the race rioting in East St. Louis, 111., causing the building to collapse, killing all. While the fire was in progress many of the negroes ran out, but men In the crowds, with rifles and revolvers, shot at them as they emerged and drove them back into the flames.
