Their lot is a sad one, often a tragedy. Given intelligent treatment and assigned to' work within their capacity and they would become producers instead of remaining idle consumers. , In Chicago and other large centers of population, committees recently have been appointed to lisl persons who need guidance in obtaining work. Many who had lost interest in life and were contented to float wherever the tide of misfortune carried them have been reclaimed and are now enjoying the satisfaction that comes from knowing that you are not useless but a positive agent in the economic world. One.of the saddest sights on our streets is to see men who still might engage in some form of profitable labor unable to find employment because younger and more active competitors have replaced them in the shop and store. Hundreds : of these men are still able to do. a full day's work, and if their pay were graduated - according to their output would be able to support themselves. Scores of old mechanics are willing to work in our shops If the employers paid them accord

ing to the amount of work they turned out, even if the pay were much smaller than that of the robust young men engaged in the same trade, these old men would be made the happiest workers in the city. . , We have overlooked this element in our economic development. . The day is not far distant when wise employers will place a high value on the integrity,' skill and willingness of these men and give them a chance with a wage scale commensurate with their output.

Auto Owners and Thieves More cars disappear in Chicago than in any city of the United States. . Why? The following chapter torn from the police records of that city will explain: Mr. Respected Citizen buys a car for $1,000 and has it insured for its full value for one year. If the car is stolen at the end of eleven months, he can cash in his insurance policy for the full $1,000. Sold at a second hand store the car would bring only about $500. Now Mr- Alleged Respected Citizen of Chicago slips a member of an automobile stealing gang a small sum of money to get away with the car. The automobile is either broken up and junked or spirited out of the city. The Respected Citizen collects his $1,000 and next year buys a new car. Very clever, indeed. Owner and thief connive in the game. The insurance company stands the loss and the honest owner pays a very high premium rate because of the wholesale thefts of cars. The Chicago police have obtained sufficient evidence to convict both thieves and auto owners. Both deserve a full measure of service in the state penitentiary.

There followed an oath like flint struck on steel ten times in rapid succession: "Does it pain thee, brother?" asked Kurrara Khan the hakim. "Are. there devils in Tophet! Fire and my veins are one!" The man did not notice the eagerness beaming out of King's hornrimmed spectacles, but Ismail did; it seemed to him timo to prove his virtues as assistant. "This is the famous hakim Kurram Khan," he boasted. "He can cure anything, and for a very little fee!" "Nay. for no fee at all In this case" said King. The man looked incredulous, but King drew the covering from hi row of instruments and bottles. "Take a chance," be advised. "None but the brave wins anything!" The man sat down, as if he would argue the point at length, but Ismail and Dary Khan, were new to the business and enthusiastic. They had him down, held .tight on the floor to the huge amusement of the rest, before the man could even protest; and his howls of rage did him no good, for Ismail drove the hilt of a knife between his , open jaws to keep them open. A very large proportion of King's stores consisted of morphia and cocaine. He injected enough cocaine to deaden the man's nerves, and allowed it time to work. King sat down to eat. but he had not finished his meal he had' made the little heap of rice into a ball with his fingers, native style, and was mopping up the last of the curried gravy with It when the advance guard of the lame and the halt and sick made its appearance. The cave's entrance became jammed with them, but no riot ever made more noise. "Hakim! Ho, hakim! Where is the hakim who draws teeth? Where is the man who knows yunani?" Ten men burst down the passage all together, all clamoring, and ono man wasted no time at all but began to tear away bloody bandages to show his wound. The hardest thing now was to get and keep some kind of order, and for ten minutes Ismail and Darya Kbon labored, using threats where argument failed, and brute force where they dared. It was like beating mad hounds from aft their worry. What established - order at last was that King rolled up his

sleeves and began, so that eagerness gave place to wonder. -To be continued
