Wooden Ship Problem It seems to us that the bitter controversy over wooden ships which has arisen between General Goethals and the other members of the Shipping Board can be easily settled. Chairman Denman and his political subordi-

; nates say that steel ships cannot be built fast enough to overcome the submarines, and has

asked authority to order for our government's account one thousand wooden ships of 5,000 tons each to cost over five hundred million dollars. General Goethals says that woodenihips will be useful only for carrying food and ammunition during the war, and will be practically useless after the. war in carrying the commerce of the United States. The ships are needed, not for ourselves, but to carry necessary supplies to our allies, chiefly England. 4 . But England, which is "mistress of the seas," has placed orders for more than 114 large steel

cargo ships in American yards, including more than 50 ships for the Cunard line. Mdreover,

England is using all 1 her own shipyards to in

crease her own .navy and to build more grea

steel ships for her commerce after the war.

Now if England, which has more experience

in foreism commerce than any other nation

needs for her own immediate purposes a thous and wooden ships costing more than five hun

dred million dollars, let England build them for

England, and let them be the property of Grea

Britain after the war. England surely cannot

ask the United States to build and own wooden

ships whose sole purpose is to serve England,

while England is building only steel ships selfish

ly to serve herself. All the resources of the great shipyards

America should be used to build our own war

ships, our own steel merchant ships of great ton nage, and our own submarines. For if subma

rines can put British sea supremacy in jeopardy

notwithstanding Britain's omnipotent navy, they

can also, if we have enough of them, absolutely

protect the United 'States against invasion by

any enemy.

The heated discussion, therefore, between

Chairman Denman and General Goethals as to

Great Britain,, the greatest expert in such mat

ters, for decision.
