The short space of one year has vindicated that I was right. Our whole building plan has been changed. We are not building dreadnaughts and cruisers to fight the German submarines, - but are needing destroyers and transports and submarines of our own. The five-year plan did not fit the present ease. All that it fitted was a lot of shipbuilders who wanted contracts. And because I opposed what has since been shown a foolish plan, I was dubbed a little navy man. Time has vindicated my position." Rejects Expert Program. It is recalled that at the time the Wilson administration was making its belated effort to provide a navy adequate for the defense of the country, just one year ago, Finly H. Gray, then the "little navy" leader of the house committee on naval affairs, devised and advocated a naval construction of his own, having rejected the expert program of the navy general staff. The Gray program called for the construction of submarines. He saw no need of any other kind of craft, although in the statement accredited to him today, he says he also favored

The naval board asked for the construction of dreadnaughts, battle cruisers, scout cruisers, destroyers, transports, fuel, 'hospital and repair ships, and they asked that this building program be carried out during a five-year period, realising, as Mr. pray apparently did not. that there were not enough ship' building yards on the continent to construct such a fleet In one year. Gray Plan Passed Up. Level-headed men on the naval affairs committee, rejected the Gray plan In favor of the naval board program. They realized that the navy needed something more than submarines, for the submarine Is most useful In preying upon the commerce of an enemy, and not one German merchant ship has been on the high seas for over two years. Nor is the submarine useful In waging war on the German fleet, which has not ventured forth from its Heligoland refuge since the sound beating administered to it by the British In the battle off Jutland, a year ago. It will be remembered that in this battle the submarines played no part. It was fought by the class of ships the American naval board ' asked , for and which Mr. Gray was opposed to. Useless to British. The submarine has been a useless weapon to the British, as a whole. It was the British battle fleet, dreadnaughts, battle cruisers and fast cruisers the same kind of craft our own naval board has insisted upon, the kind of craft which will be called upon to escort our army across the Atlantic which swept German commerce off the seas and bottled up the German navy so effectively that it is the only useless weapon the Germans possess. But Finly H. Gray, who could not distinguish between a row boat and a battleship when he first went to Washington, advocated his own plan of naval construction as superior to
"Polyfactory" Plants i in Indianapolis Are Seen by Committee Industrial incubating plants of : Indianapolis were visited Friday by a committee from the Commercial -club. These plants are said to. be larger than the one visited in Springfield, Ohio, several weeks ago. The committee which made the trip was composed of: J. M. Lontz, S. E. Swayne, J. A. Carr, S. W. Hayes, Frank Albus, George H. Eggcmeyer and J. H. Mills. A committee from the South Side Improvement association met Thursday with Secretary Albus. Various plans of co-operations for the two organizations were discussed. No definite action was taken.
