ONLY ONE PER CENT OF PAPERS PROVEJISLOYAL Other Ninety-Nine Per Cent. Scrupulous in Observance of Voluntary Bondage.

WASHINGTON, June 14. Military information of value to enemies is being divulged by one per cent, of the American newspapers which ire not

regarding the volunteer censorship bing respected by the other 99 per

cent., the committee on public infor

mation announced today in a new ap

peal to all to suppress publication of

matter of that nature.

The committee issued this state

ment: "While 99 per cent, of the

newspapers of the country are scru pulously observing the rules of vol

untary- censorship a certain few are

printing daily information that may

expose American soldiers and sailors

'to deadly peril. Details Also Given.

"Not only is announcement made 'of the passage of troops through the

' communities in which these papers ' are published, but the names - and

' equipment are given in detail, also ex

act Information as to the destination i and date of arrival, together with 1 speculation as to probable sailing.

"It does not matter that the gov

ernment's plans for concealment of troops movements across the water

have failed in many particulars. Absolute secrecy still remains the object of strenuous efforts. -fThe press of

the country, realizing the necessity, has pledged its aid and co-operation. Undoes Others' Work. 1

"The one newspaper that breaks

.. this faith undoes the work of all those tliat keep the faith. Attention is again called to these specific and repeated requests of the government' for suppression of news with respect to: "1. Information in regard to the train or boat movements of troops. "2. JAPS' ANGER OVER AMERICAN NOTE IS CAUSED BY ERROR

WASHINGTON, June 14. Japanese resentment over the American note to China is ascribed by officials here wholly to a publication of a garbled version in Japan. , " ' Later dispatches from Toklo, indicating that the Japanese resented the sending of any note at all, were not commented upon and the incident was referred to as an instance of how efforts for a better working understanding between Japan and the United States have gone awry. It is admitted here that although both countries have been striving for such an understanding that they have not succeeded In reaching it. Despite efforts of the government, Japanese effort often has been interpreted as in denial of Chinese sovereignity, and American policy has been interpreted In Tokio as undue interference In Chinese affairs, and disrereard of the special position Japan claims for herself in China, much the same as the position of the United States with regard to Mexico.

Volunteers Receive Better Treatment, Declares Recruiter

Army recruiting for Richmond has dropped almost to nothing in the last week. , The totals for the two and onehalf months since was was declared are: '. April, 62; May, 47, and June (so far),' 19. ' Sergeant Warner believes that the army will not obtain many more recruits before the draft. "I cannot understand," he says, "why men will prefer to wait and be drafted instead of coming in as volunteers. Their position, inside and outside the army, will be 100 per cent better if

they volunteer instead of: waiting for the draft. It may be that young men believe that they cannot enlist. This

is not so, as enlistment offices are open and will be until the draft begins."

WASHINGTON, June 1. In the belief that the establishment of a federal food administration will result in lower prices, organized labor forces in the United States today started an active campaign for passage by July 1 of the food bills pending in congress. The American Federation of Labor sent to thousands of labor unions letters urging them to press their congressmen for early action on the measures. Labor leaders became convinced after a series of conferences this week with President , Wilson, Herbert C. Hoover and members of congress, that the machinery provided by the bills would force discontinuance of much food speculation, and elimination of unnecessary steps in the process of distribution. Many believe prices will drop thirty per cent ,
