Blundering Censorship Efforts The New York World has steadfastly supported a modified censorship bill, but yesterday it kicked over the traces and printed its protest against the Russian gag rules that President Wilson and his advisers went to enforce on the American people. .The World is peeved at the State Department which is trying to prevent the newspapers from commenting on differences of opinion between the Allies and difficulties with neutral countries. It cannot understand why the state department should be so active in forcing the censorship bill through Congress. Perhaps the state department fears that some of the egregious blunders which in the past have marked that of f ice will be repeated and that the American press will be free enough to criticize the blunders. The taint of suspicion is attached to the censorship bill, which Hone of the statements that have been issued by departmental officials will remove. Mr. Lansing and Mr. Gregory have

been entirely too active in promoting this bill to satisfy the American people that there is hot a sinister motive' back of . their ..: advocacy of - the measure. . Both of them have mfde such absurd moves in the. consideration, of. the censorship bill that they have exposed themselves to the strict tures of the American people.7; ; , The New York World says: ; Just why "the Department of State considers It dangerous and of service to the enemy, to discuss differences of opinion between the Allies and difficulties with neutral countries." or why-"speculation about possible peace is another topic which' may possess elements of danger, as peace reports may be of enemy origin" these are matters too deep and complicated for the ordinary mind of man to comprehend; but they are submitted as a sort of appendix to the sane-and reasonable rules for the guidance of the press in war which have been put forth by the Creel committee. ' j- ' r These suggestions -from the State Department furnish clue, perhaps, to much-of the opposition in Congress to the Administration's censorship measures. When It is possible for the State Department solemnly to ; advise American newspapers not to discuss such differences as may exist between the new Russian Government and the other Allies, or food controversies between the neutrals and the Allies, or tentative peace proposals from .German sources. It would be astonishing Indeed if Congress did not balk, v ''' We can think of nothing better calculated to defeat any

censorship than the suggestions made by the Secretary of.

State, and we are free to admit that a censorship under which such repression would be possible ought to be defeated. Nothing could be more objectionable. - Nothing could be more un-American. Nothing could be less in harmony with the spirit of every word the President himself has spoken on the subject. As an advocate of an honest and fair censorship, The World Is bound to say that Mr. Lansing and Mr. Gregory have done more to defeat it than . all its avowed opponents. It is they who have fastened upon it the taint of suspicion, the latter by the drastic and despotic provisions of the original bill and the former by his absurd recommendations for the stifling of public discussion of foreign affairs. It is they who have made even the staunchest friends of a censorship measure doubtful as. to the spirit In which the law would be executed if Mr. Lansing and the Attorney General bad anything to do with its' enforcement.

Mrs. Anthony J. Drexel, wife of the

former Philadelphia banker, has obtained a divorce from her husband on

grounds of cruelty, according to dis patches from London. She had en

tered into a separation agreement in

1913, two years after she had estab

lished a residence in Philadelphia, with the intention of starting divorce action. At that time she was dissuaded by her children from prosecuting the action. Counsel for Mrs. Drexel said that her husband's wealth had gone to his head, and that, after the death of their second daughter, fn 1914, he abused and struck Mrs. Drexel, intimidating her at other times by shouting at her. Violent scenes occurred during their residence In Carlton House Terrace, it was asserted, and in the Fall of '95 Mr. Drexel's actions caused his wife to lock herself in her room.
