Herald.

A part of the editorial that called forth Creel's reprimand is herewith reproduced: "Bland confessions from, the navy ordnance experts that certain shells fabricated 'prior to 1900' are defective ill not satisfy the American public. The real facts must be disclosed. "Then the existing gentlemen's agreement as to censorship of navy information which conceivably may be

useful to the enemy wiu ran ime a pacn i tua n. falsely used to cloak negligence or inefficiency of the kind indicated by the tragic death of the two American nurses on the Mongolia. "The navy had ample warning. On the first trip of tne St. Louis as an armed ship to Liverpool target practice was engaged in by the armed guard. Several shells were almost 'decomposed'; one prematurely exploded in the barrel of the gun, putting it out of commission. On the St. Paul other defective shells were found. It has been suggested that the shells are tampered with either In the arsenals or In the magazines of the ships. Such a suggestion of treason Is worthy of the old bureaucratic Russia, but not of the United States navy. It is inconceivable that there Is a single traitor or enemy agent within the service." Creel's reprimand followed. To this in last Thursday's issue the Herald replied as follows: "Administration spokesmen have been loud in protesting that they did not dream of trying to control editorial opinion or criticism. Yet. despite these protestations, despite the fact that there i3 no censorship law

Without this the American people might have remained asleep until congress had given away their birthright of liberty and censorship was an accomplished fact. Censorship means slavery. It means a petty

ficial who to save his own hide and salary, will censor the news to protect the interests of his superiors. In other words censorship means just one thing, bureaucracy in the middle, autocracy

on top and at the bottom slavery for the great masses denied their rightful information concerning the affairs of their government and the actions of its officials. After this providential warning there is no mistaking the duty of Congress. President Wilson's unconstitutional request for censorship powers must be overwhelmingly defeated.

President Wilson was elected by a majority of American citizens to lead and serve, not rule, all the American people. Great forces have decreed that his neriod of service shall fall during a time

when Americans are battling for the rights of
