LOSS OF EFFICIENCY BY ROADS PRESENTS PROBLEM III VIENNA

NEW YORK, May 25. (By a etaff correspondent of the Associated Press, jUBt returned from Vienna.) Central Europe's food problems have, during recent months, been adversely Influenced by the fact that slowly the railroads are losing their efficiency and are no longer able to do their share In the distribution of these necessities. The war has made heavy demands upon the lines, and it has been impossible to give trackage and rolling stock the care they require.. For almost two years now the railroads have been neglected. This and the heavy traffic' over many of the principal lines, due to the war, has made the railroad system a mere shadow of what it was formerly. Ballast' ing has been very indifferently done by old men, boys, women and prisoners of war with the result that the wear on the ties has been unusually severe, a condition which in its turn has caused a rapid deterioration of the rails and rolling stock.

CUBAN PRESIDENT KILLS SHIP BILL

HAVANA, Cuba, May 25.- President Menocal has vetoed a bill recently passed by the Cuban congress, which provided that no ship under Cuban registry should be cleared from any port of the republic unless the captain was a native or naturalized Cuban citizen, In vetoing the bill President Menocal stated this country is .without a sufficient number of experienced navigators to have such a law on its statute books, and that to put such a law In operation would work serious inJury upon the republic's small merchant marine and probably would result in compelling owners of the several large ships now sailing under the Cuban flag to transfer their registry to some other nation.

BRAZIL STOCKS RECOVER

DONDON, May 25. One of the few features on the Stock Exchange recently has been the tsteady recovery in values of Brazilian securities, which are now from four to niae per cent, above the lowest prices touched this year. This is due to an increased demand from investors owing to the rapid recovery in the Brazilian exchange.

FILIPINOS ACCEPT AMERICAN ATTITUDE AND OFFER SERVICE

MANILA, May 25. Perhaps the most t remarkable development of the war situation in the Philippines has been the startling unanimity with which Filipino leaders, newspapers and people have taken the American attitude as their own. - - Except for the fear of one Filipino newspaper that the war might mean the. employment of Filipino troops-in Europe, there was not a discordant note in the loyalty given the American cause. Every newspaper claimed the cause of America as its own and many of them held that the Filipinos . were willing to make any sacrifice to help the United States, although not alone through gratitude but through an appreciation of the high minded ideals

for which America had entered the struggle. The day after news came to Manila of the American declaration of war, the Filopino veterans association, composed entirely of men who had fought in the insurrection of 1900 againstthe United Stated, offered Its cervices in any capacity, to the governor-general.

CAIRO, Egypt, May"25. A family of refugees from Tripoli, Syria, has juet arrived here, having escaped from Turkish territory , in a boat of their own manufacture. The boat was constructed entirely at nighV, being built Inside their house with the utmost secrecy. As soon as completed, it was launched late one evening on a rouch sea. The journey to a place of safety was a terrible one, the occupants of the boat being much of the time waist deep in water and escaping sinking only through tireless and persistent bailing.
