NEW YORK, May 19. Otto T. Barnard, manager o the recently created Red Cross supply service, today sent a letter to all red cross chapters in the Atlantic division announcing that
the supply service was prepared to execute orders for muslins, flannels, jeans, gauze, medicated cottons and other red cross materials, the goods to be sold at cost.

WATERING GARDEN PLANTS Watering garden plants, especially at this time, Is unnecessary; It is inadvisable. When the ground is.watered by sprinkling, It is not usually moistened to a depth of more than two inches. This water, when taken up" by the plants, has not many of the elements of plant fooddissolved in it because it has not passed
through any great quantity of soil from which plant food ig dissolved. ' Just after a rain, the weather is usually cooler, and some times cloudy. This gives the ground opportunity to dry somewhat on the surface before the hot sun bakes it. When plants are watered duringnhe evening the hot sun often bakes the soil and forms a hard crust. This is especially true of clay soils. A crusty soil is hard. It cracks and soOn loses the moisture by allowing evaporation to take place. It is much better to let the plants have the moisture from below rather
than from sprinkling. You can help the plants cut in this respect by fre
quent shallow cultivation. Even if
no seeds have been planted in a portion of your garden, stirthe soil with a rake or hoe in order to form a dust mulch. This will keep weeds from growing, it will conserve the moisture, and it will disturb ants or insects which may be in the soil and render
them less harmful. Never allow the
ground to dry after a raia until cracks begin to form before cultivation. If
you have potatoes or any other crop planted which is not through the ground, do not wait for the appear ance of the sprouts before stirring the ground. Keep a dust mulch ove the I sprouting seeds. If your potatoes are up a couple of inches, take a rake ; and stir the soil over the entire patch, .:
disregarding the potato plants.- '
Moisture rises in the soil between the soil particles just the same as water will ; rise in a capillary tube. If there Is a two-inch dust mulch on the surface of your garden, the water will rise to the under surface of the mulch and inasmuch as the stirring of the surface breaks the capillary tubes, the water is obliged to remain at this point. More water rises and it is also held just below the surface. Finally there will be an abundant supply of moisture at the proper depth for the plant roots to feed upon. The water which rises from the soil below has passed through a considerable amount of soil and has, therefore, an abundance of plant food dissolved in it. An abundance of moisture spoils the little potatoes. It makes big potatoes out of the little fellows.
