Woman Draws Fine on Garbage Measure That the city is really in earnest In its efforts to enforce the garbage ordinance to the letter was indicated in city court today when Etta Smith, a olored woman, was $1 and costs for a violation of this ordinance. . Mrs. Smith, the mayor was informed, failed to provide a. proper cover for her garbage receptacle and also placed in the receptacle refuse which is not permitted under the provisions of the ordinance. The first case filed under the building code, was also given a hearing. Representatives of the Richmond Electric company pleaded guilty' to a charge of having installed electric wiring in a residence without having obtained a permit to do so, and had neglected 'to hav e the wiring inspected -by Building Inspector Hodgln.' SENATE PUTS LIMIT ON ESPIONAGE BILL
WASHINGTON. May 10. By unanimous consent the Senate today agreed to -limit debate on the espionage bill to one hour for each senator until 11 o'clock lomorrov? and thereafter to ten minutes on the bill or five minutes on amendments for any senator. No time was fixed for a vote, but-it probably will, come by Friday-night. " -
WEST POINT CLASS TO LEAVE SCHOOL LAST: OF AUGUST
WASHINGTON, May 10. The first class at West Point will be graduated August 30, the war department announced today and immediately commissioned to supply 154 highly trained officers to aid in the instruction of the first 500,000 selective draft army to be called to the colors some time in September.

Patrolman is Killed
EVANS vTLLE, Ind..' May 10. Gilbert Oudgel, a policeman," was shot and killed last night at the home of Patrick McDevitt. 23 years old. McDevitt declared he had found the officer in his wife's room undressed and in the struggle, obtained the patrolman's revolver and shot him.
CIVIC GARDENER GIVES TALK TO BOY SCOUTS
Civic Gardener Murphy addressed Patrol Two, Boy Scouts, last night at the city hall, on gardening. The Scouts are planning to plant Scout gardens and he advised them concerning their care. They may cither plant one large garden or several email plots, to be tended by from lo ir to six boys.

CHURCHILL SPEAKS AT SECRET SESSION
LONDON," May 10. Parliamentary circles were greatly interested in today's secret session of the House of Commons; at which many questions uppermost in the public mind were discussed. Col. Winston Spencer Churchill, formerly first lord of the admiralty; was the first speaker, as he was the most distinguished member -of the Liberal war committee which first demanded the secret session.
