pointed in an editorial the other day, that the American ' people must insist' vehemently that
their inherent rights be protected against inroads that would subvert our republic into a monarchy
with supreme power vested in the hands of one
man and his advisers and friends.
The food regulation bill may be necessity,
and no one will oppose its enactmentinto law if
the situation demands it; but, on the other hand,
the investiture of absolute power, over part of
our business and industry into the hands of one man is a step about "which the American people
will want to think long and hard.
President Wilson has shown some highly au
tocratic tendencies in his administration, and, in
the handling of some of our international affairs, has tried to exalt the function of the 'executive department above the limitations prescribed by the founders of our nation. If all the industrial and commercial interests of our country are to be placed in his hands, we are giving him a power and a right which even Abraham Lincoln did not have in the days of the Civil war. We believe that not the president but a commission with proper checks thrown about its functioning should have this highly important question under its jurisdiction. . The president's knowledge of the issues involved in a food dictatorship are entirely too limited. ' Scores of men in the United States possess better qualification for the position than does he. We believe the government should exercise a control over the whole food : problem, but this control should not be vested in. the hands of the chief executive, but should be placed in the hands of men who are conversant with the problems involved. " ' The constitutional rights of the citizens of this republic cannot be infringed upon because of the international problem. They must be held
inviolate under all conditions.

GERMANS SEIZE ; , , RELIEF VESSEL LONDON, May 5. Confiscation by the Germans of the Belgian relief steamer Carmetta Is reported in a Central News dispatch from . Copenhagen. A Danish sailor who was a member of the crew is authority for the report. He says the Germans ordered the crew to leave the ship and placed a prize crew on board to take it to a German port.

Big and Little Guns Bark Through Night LONDON, May 6. Throughout the night the guns continued to boom without intermission on the Arras battlefield, and frequent bursts of machine gun and ' rifle told of attacks and counter-attacks along ' various parts of the front of the British offensive. Reuter's correspondent at 'British headquarters telegraphs this morning that apparently there has been little chance since -the official communication of last evening was Issued. The British made small but important progress at several points.
