All the pressure that can be exerted by the State and Justice departments is, of course, being brought-into play. - Mr. Lansing and Mr. Gregory are particularly desirous to get the bill for their special ends. And thus far they hate succeeded in swinging the whole Administration Influence to crush Congress into submission when they have found It necessary. But " the members of Congress.: are beginning to weary of being told what to, do without being told why. ' Big Interests Support Bill. The only support the bill has in Congress, outside . of, ' the most unreasoning' followers of , the Administration, comes ' from two 1 classes. First, men who know nothing ' and care nothing about the Constitution; second, from men who know all about it. but find it extremely inconvenient to their plans. It is well known that all " the interests who have deals to put. over which would not .bear , the light of publicity are strongly for the bill. AH of the myriad men who are to sell to the Government all sorts of material at terrific prices believe the measure ; should ;be passed at once. And these men, being rich and influential, have abundant representatives to fight for them in both houses. ' It is the same old story of the days before "pitiless publicity" became even a theory. - . The lobbyists of every interest in the United States which profited by the Spanish .War are advocating It with all their hearts. The men who know they can make money out of the war if they, can keep in the dark are . urging t their Congressmen and Senators to work and, vote for 1L -i More Support In House. In short, the entire support of the measure outside of Congress is sinister and illmeaning, while all the thinking and Independent men in Congress are firmly arrayed against it After one day's debate the House let the measure go over till Tuesday. It is not likely that a vote will be' reached then, although there is less,' opposition in the House than In the' Senate.' The control of two Administration departments behind the bfll is much stronger in the Lower House than in the upper. What will happen in the Senate is still problematical, but it Is -certain that the bill will not be accepted as it now stands and there is an Increasing probability that It will be beaten altogether.
