SPANISH PREMIER SAYS SPAIN CAN'T ADOPT NEUTRALITY

PARIS, April 27. The Marqul Prleto, Spain's new premier, In ail lnterriow with the Madrid correspondent of the Petit Journal declares that Spain cannot adopt neutrality when Us honora and interests are InToWed. Incidentally the premier Intimated that his administration was prepared to support the vigorous note sent to Germany by Count Romanones, his predecessor, In respect to the submarine issue. Premier Prieto is quoted as saying: i "Neutrality is not a program and lh country cannot adopt neutrality as an ideal and obpect at the expense of its honor and interest.
