DILATORY CONGRESS BLAKED FOR SLUMP IN ARMY RECRUITING
Recruiting ' la Indiana, which has bsen very brisk for aeveral days this month, has slumped remarkably the past three days at the Richmond army recruiting station and at every other , station In Indiana. Captain Coppock, In charge of the recruiting service In Indiana, while in Richmond yesterday expressed the opinion that the slump In recruiting Is due to the delay of congress In acting on the army bill. Captain Coppock thinks the young men who have not offered their services are waiting to see what disposition congress makes of the army measure. Anticipates Rush to Colors. He expressed the opinion that in the rent selective conscription is authorised there will immediately ensue a stampede on all army and navy recruiting stations, the men of military service age preferlng, ae a whole, to rater the army as volunteers rather than as conscripts. Captain Coppock expresses grave doubt as to whether the volunteer plan would ever succeed in raising the deaired number of soldiers, over one million. He firmly believes that selective conscription is the only plan that will ever meet the nation's military needs. Only two men have qualified to have their names written upon the "Roll of

Coroner Morrow yesterday filed his report in four cases. They were those of John Sldell, who ended his life In East Germantown, April - 1; Louise Rodenburg, 59, whose death at Pennvllle was caused by a cerebral hemorrhage; Mary Crull, seven weeks old, who died of stomach trouble at Fountain City, and Patrick Smith, 56, who died at Held Memorial hospital as a result of an automobile accident. An Inheritance tax of $20.03 was paid yesterday in the estate of Alice Kltson, which was valued 'at $2,335.21. The heirs are two nephews. Brock and Frank Fagan. Valuable hand painted china comprised much of the personal property left by Mrs. Mary E. Bayer, widow of John C. Bayer, the inventory filed yesterday shows. Personal property was valued at $6,872.39.

Methodist School To Raise Old Glory , A large American flag will be raised
on the grounds at the First Methodist church soon, the time and the ceremonies to be arranged and announced later. ' The flag and the pole have been provided by the Brotherhood Bible class, J. L. Hutchins teacher. This is the first Sunday school of the city to arrange for a patriotic demonstration and flag raising on the church property.

Joseph Riley, holder of a long string of high diving records, has announced that he will give the people of Richmond a genuine thrill of a new kind at 3 o'clock Sunday afternoon. Riley will dive from the Main street bridge into the shallow water of the Whitewater river, about 80 feet below.
