HOUSE TO STICK TO WAR BUSINESS DURING SESSION WASHINGTON. April 20. No legislation will be acted on by the bouse during tbe present extra session, except such as may be recommended by President Wilson in his war program. An agreement to this effect was reached at a caucus of houBe Democrats last night, but only after it had reconsidered its previous action in adopting a resolution to take up nation wide prohibition legislation. Several New York city member bolted the conference after adoption of the prohibition resolution, but hars mony was restored by re-considera-tlon. The caucus also voted down a proposal to consider a river and harbor bill.
Telephone Employes Organize Battallion
William M. Bailey, manager of the Richmond Home Telephone company, represented bis company at a meeting of independent telephone systems, held in Indianapolis, at which meeting it was unanimously decided to cooperate with the federal government in rendering a highly efficient telephone service for the government as a measure of national defense. Telephone representatives also decided to organize a battalion of expert telephone workmen for tbe signal service corps of the United States army. .. .

"Stop hoarding food:" This was the cry that swept Chicago today as two new" restraints one governmental and the other voluntarywere throws against the steadily growing wave of household buying. Pressure applied to the situation took the following forms: The speculator. An investigation of reports that speculators were cramming warehouses in an effort to corner the market in certain foodstuffs was began by health commissioner Robertson. The consumer. Through its president, Mrs. T. Vernette Morse, the Home Makers guild, instituted a na-lion-wide movement to check hoarding 3f foods through appeals to the patriotism of women.

A difference of opinion seems to exist in high school circles over the study of German. A statement issued today by students of advanced German declared that pupils, non-members of German classes, were responsible for a petition asking that the subject be discontinued. Not only is such action opposed but the German teachers are absolved of unpatriotic remarks or actions. The statement is signed by the following: Irene Utter. Eleanor Bly, Helen Ligon, Gurney Stidham, Juanita Wickott. Mildred Stevens, Verna Swisher and E. Kathryn Bartel.

ported a grand total of $5447.50. In view of the fact that many prospective subscribers to the fund had not been seen it was voted to extend the campaign until next . Wednesday noon when final reports will be made and the campaign formally closed. The team of Bates and Johnson was accredited best showing in today's report. This pair turned in pledges aggregating $305. G. Knollenberg and A. Bartel were. next with $135. Coate and Gentle reported $116 for the third highest mark. The campaigners expressed no doubt that the goal, $6,000, would be attained by Wednesday.
Holds Movie Films Cause of Explosion INDIANAPOLIS, April 20. Coroner Poole today expressed the opinion that the Are in the Colfax building here last night, which caused six deaths, was due to the explosion of motion picture films stored In the basement of the structure. Other investigators expressed similar opinions. A survey of the ruins today disclosed several charred barrels in a room in the rear of the basement. The rooms were rented to proprietors of a film exchange. ,
WILSON CONSIDERS CONTROL OF EXPORT OF FOOD SUPPLIES
WASHINGTON, April 20. President Wilson and his cabinet took up today the question of regulating food exports to the northern European neutral and thus prevent food reaching Germany from the United States. Whatever policy is adopted will not interfere with the shipments to neut rals unless they benefit Germany. Now that tbe United States has entered the war against Germany officials realize that the burden of stopping tbe flow of food Into the enemies country through the north must fall largely on this government. Great Britain of course will cantin ue to maintain the blockade 'of the German coasts. Under embargo legislation pending in Congress with approval of the administration the government could not ration the European neutrals.
Insanity Cases Grow More Numerous Now
CHICAGO, April 20. There has been a marked increase in the number of cases of insanity reported in Chicago since the United States declared a state of war existed with Germany, according to County Judge Thomas F. Scully.

NEW YORK, April 20. On the ground that beans are the best of foods for war emergencies, Herbert C. Hoover, chairman of the national food commission, urges the Boy Scouts of America to devote their energies to the cultivation of .this crop.
Miami Man Enlists For Duty in France
OXFORD, O., April 20. Vivian F. ("Chief") Crawford, Woodstock, is one Miami university students who will go to the French war front as driver with the American Ambulance Service being financed by F. S. Heath and R. G. Dawes, Ohio Cities Gas Co., Columbus. Twenty ambulances and drivers will leave in three weeks.
OHIO STATE HOUSE THREATENED BY PLOT
COLUMBUS. O., April 20. Wild rumors of a plot to blow up the State Capitol building here were circulated today when it became known that a mysterious man had been seen about the south entrance to the state house eady yesterday morning and that the man had dropped what was supposed to be a fuse as he ran away when detected. As far as is known, the fuse was not found and nothing more of the alleged plot has been unearthed.
STRENGTH OF RAILS FEATURES MARKETS

Rails were the strong features at the opening of today's market, leading issues advancing between 1 and 2 points on the provisional freight increase granted by the interstate commerce commission which stimulated prominent industrials and specialties to higher levels. Most of the trading was in small lots, U. S. Steel proving the exception on

stantial fractional gain. Reversals became quiet general before the end of the first half hour on the renewal of weakness in New Haven with 1 to 3 point declines in American Tobacco, U. S. Rubber and Malting preferred.

Governor Edge today requested county judges to excuse farmers from Jury duty this year In order not to cripple the agricultural campaign for greater crops. ' The governor also asked that the state bankers' association urge bankers in rural districts to exercise liberality in loaning funds to the farmers this year.

WASHINGTON. April 20. Treasury certificates of indebtedness authorized up to $2,000,000,000 in the $7,000,000,000 was finance measure now before Congress, will be Issued by Secretary McAdoo, "as may be necessary to meet the requirements of the treasury", as soon as the bill becomes a law. The bonds authorized by the bill probably will not be offered before sixty days.

WALLACE WANTS REPORTS
