According to dtspatcbes from London, Foreign Secretary Arthur J. Balfour, member of the British War Council, is about to leave for Washington on a "special mission." During his absence Lord Cecil will act as Foreign Secretary, a subordinate assuming temporarily Lord Cecil's post of Minister of Blockade. Balfour was formerly First Lord of the Admiralty in the old coalition Ministry in England, and it was his support with that of 'Andrew Bonar Law, another . Unionist, that made the Lloyd George Ministry possible. , .

' Early last year the army intelligence department reported that the English were making preparations for an offensive on the Somme and Ancre rivers. The General Staff drew up plans for the defense. Demands were made for more- nickel steel cannon which could hold out . during long bombardments. Only the finest Krupp guna were known to be capable of shooting 2,000 big shells. The General Staff knew that to' fight a battle of several months' 'duration in . trench warfare cannon were needed which could bo depended upon for continuous action. Krupp. was appealed to. to furnish such defences. But Krupp replied that rlrkel and other materials were needed nd that" these" could not be obtained In Europe. So the army and navy supported the Krupp directors who started construction at the Kiel wharves where ether government submarines were being built. Meanwhile agents wen? sent to the United States via Copenhagen to notify the North German Lloyd representatives here to purchase supplies and make arrangements for the arrival of the Deutschland at Baltimore. The same agents who came here reported to the German secret service. And while the Deutschland was being built and tried in the Baltic sea, where all submarines were first sailed, German agents here bought supplies for Krupp and collected information for the German navy. Just before the Deutschland returned from Its first trip to the United States I visited the Krupp works at Essen; Here I was given the first accurate information about the merchant submarines. - Depended on Deutschland. One day while I was going through the factory where the 38.5 centimetre ship guns were being assembled, in company with other correspondents from neutral countries, I was told by a Krupp director that the future construction of these guns depended upon the safe return of the Deutschland. Although the Deutschland made two trips it did not bring sufficient valuable ores and materials to keep the Krupp works supplied for more than a
few months at the most. When these supplies are exhausted Germany will not be able to manufacture new nickel steel guns. That means that Germany has reached the limit of her ability to construct such weapons. But it does not mean that all she had on hand are in the scrap heap. Ever since the beginning of the war Germany has been contending that the United States was not neutral in permitting American factories to make supplies for the Allies. The German press bureaus sent inspired articles to the press which said that President

Wilson was practically permitting the United States government to aid the Allies. The German people believed that the United States was discriminating by helping the Allies get supplies. The Imperial government encouraged this view because it did not want the people to think about the loss of Germany's sea power. But, when It came to a pinch, when Germany needed materials from America, desperately, then the Krupp Interests did what the Allies did they sent ships over to America to get supplies. German People Were Never Told. But the German people were never told that these supplies were war supplies. The German people were never Informed that the Deutschland was owned and controlled by Krupp.. ... Alfred Lohmann, who was president of the German Ocean Navigation Company, the Krupp dummy, posed as the originator of the submarine Idea. As a matter of fact, he had nothing to do with the designing or building of the Deutschland. The North German Lloyd Company, which Is owned almost entirely by Krupp, was used as another dummy. These dummies were appointed as , much for the German public as to ' deceive the American people. After the Deutschland made Its first trip and returned I went to see it sail up the mouth of the Weser to Bremen. That night I saw members , of the crew coming from a dinner at the Rathaus cafe. The next day several of them reported personally to the Naval Intelligence Department of the Admiralty In Berlin. They had made soundings and reports on American waters outside Baltimore for the use of other submarines, including the sea murderers, in case war came, and It would be possible for Germany to send submarines to the United States for offensive purposes. Captain Koenig, in his book, tells about some of the Information he and hie crew collected regarding the waters in the Chesapeake Bay and the Atlantic. If Germany was not using the Deutschland as a submarine investigator, why did the Deutschland not return to Baltimore on the second trip? Why was it planned to send each new submarine into a different American harbor? Why were New

Is it possible that the Germany navy was looking forward to the time when America would be at war with Germany to the time when it would be advisable to send destructive submarines Into American waters? If the Deutschland crew had no connection with the Navy Department if each man had his discharge papers, why were they selected from the "Naval Intelligence Bureau? As I wrote In an earlier article, Germany expects to fight America over here, unless something happens that she can't get her submarines out of the North Sea. If a German submarine appeared suddenly -off Baltimore, New York, New London, Norfolk or Boston, armed with six-Inch cannon and several torpedoes it might make It very uncomfortable for a time as far as United States shipping Is concerned. The Bremen is lost. Director General Heinicken of the North German Lloyd, declared In Berlin to those who asked him that he believed the Bremen was lost in storm off the coast of England. The Deutschland and Bremen were both escorted In the North Sea by naval submarines. Heinicken said the Bremen encountered a severe storm and, according to all indications, was lost. What has happened to the Deutschland no one seems to know. Early In January the Berlin papers announced that the merchant submarines would carry mall to the United States, but that mail for the next ship, presumably the Deutschland, had to be in Bremen before January 20. When I was in Paris I was asked where the Deutschland was. I did not know. The official - who asked me said : "Don't be surprised if the English navy captured it." Krupp Has Four Others. English friends later confirmed this, but I doubt whether accurate reports will be received until the English government is ready to make the announcement. If the English have captured the Deutschland, Krupp still has
four others. But now that the United States Is at war with Germany these submarines will not be sent here as merchant ships. Krupp, however, can easily loan or sell them to the German navy for supply ships for submarines operating In the Atlantic, or off the American or African coasts. They can be made to hold tons of supplies. By use si such ships big ocean cruising submarines could stay In the Atlantic for months without returning to their base at Heligoland or Wilhelmshaven. Merchant submarines were loaded with dyestuffs and knitting needles for the United States because large sums of money could be collected here for these materials. The first voyage of the Deutschland, so it was said In
Berlin, netted Lohmann about half a million dollars. But the risk was so great that, unless the Deutschland was bringing military cargoes for the government, the government could not permit the manufacture and construction. General Director Ballln of the Hamburg-American Line proposed two years ago at a board meeting that merchant submarines be built, but the proposal was not carried because the directors expected peace, and, also the government would not encourage the
construction of any ships which -were not needed for military purposes. " I
