POLICE LEARN

Continued From Page One. police authorities have refused to purchase revolver ammunition for the officers, out of departmental funds. The Richmond officers are required to buy their own ammunition. Carry All Kind of Guns. Nor has a Richmond police board ever adopted a standard make and calibre of revolver to be used by police officers. In the holstera of the patrolmen of this city may be found an astonishing variety of revolvers, ranging from small calibre revolvers of an ancient vintage to very modern and efficient automatics. Richmond police officers as a whole desire to become more proficient in the use of their revolvers but balk on target practice when they have to purchase their own ammunition, which now brings exceptionally high prices. Proficiency Will Help. Proficiency in the use of the re

volver Is not an absolute guarantee for the safety of the office, as witnessed by the murder of Patrolman Little, the most expert revolver shot on the force, who was slain last summer by a thug before he could draw his gun; hut policemen realize that in their proJession there are times when their lives and the lives of others depend upon the accuracy of their shooting. The police board has ordered that each officer shall practice with the new 38-40 Winchester rifles and the new riot guns at least once a week. It has been suggested to the board members that their next step in improving the efficiency of the department should be an order specifying a standard make and calibre of gun to be carried by the policemen, and the purchase of revolver ammunition out of police funds to encourage the men In becoming proficient in the use of such weapons. The police board and board of public works met with representatives of the various Richmond banks last night and after the bankers had requested the department to purchase some rifles and riot guns for emergency use the police board ordered the purchase of six Winchester rifles and two riot guns. The department now has only one riot gun and no rifles. 80,000 CHILDREN 8ING AS CONGRESS CONVENES

Cecil knelt beside the bed. "Father," she whispered, "speak to me." Instinctively Robert moved nearer. At his movement the dying man looked up. "Who is it who is it?" he wheezed. "It is Adam, the man who lives with us, father," said Cecil. Robert saw that the sick man's life was ebbing fast. "You must not worry about Cecil," he said gravely; , "she has promised to marry me. I will look after her." The colonel turned restlessly again, and an old, every-day habit asserted itself. "I feel sather thirsty, I think," he said and glanced round at the people about his bed. No one spoke; they were waiting for the guest after whose entry there comes no departure. "Oh, drink by yourselves, then," he said and, turning away, shut his eyes. After the quiet burial Robert took Cecil into Kensington Gardens. It was a day of blue and goldenness. Already little stacks of military tents testified to the coming coronation. Together they sat down on one of the seats In the broad walk beneath a large plane-tree. It was very hot, but a little breeze lifted the leaves at intervals. Lancaster Gate Church raised its gray spire peacefully against the June sky. Robert glanced at Cecil. She wore the same little serge dress that she had worn on the day of their engagement, but she had put on a black hat. Beneath it her face looked pale and rather tired. He felt 'suddenly sorry for her, tender toward her. "It's all right, kiddie," he said gentry. "Ill look after you." "I was remembering that evening before the police came to tell me about father," she answered. Robert considered. Should he tell her the truth about that night? He was an eminently straight person, and he decided that he must. "Look here, Cecil," he said simply, "I owe you the explanation of that

night. You remember you aBked me if I were packing when you came in; I didn't answer you then. I do now. I was packing. I suddenly felt I wanted to get away to a freer life; that I hated the the shabblness of everything. "I know it sounds beastly to say all this," he pursued, "but I was a Belflsh beast that night. I forgot all you had done for me; why, the very life I talk about I owe to you. And you believed In me without a proof of any kind. Even now, for we don't know, I may have done something dreadful, and yet you are willing to give yourself to me, to marry me. I beg your forgiveness for that night. Do you forgive me'" Cecil looked at him doubtfully. "ou don't love me, Adam?" she said quietly. "Love doesn't seem a part of my life now," he said. "I can't explain, but I have a belief, somewhere back of my mind, that once I loved and gave all I had. I swear to you, Cecil, I am fond of you; I do want you to marry me. I've been racking my brains to think of some way by which I can earn my living and we can get a little house somewhere together." The weariness lifted from Cecil's face. "That would be divine," she said. They strolled toward the Bayswater Road and caught a Shepherds Bush vanguard. Two men on the seat in front of them were discussing the white city. "Clarke simply can't start half the ! shows worked by machinery," onej said. "He can't get the men to do the rough work. He got a couple of engi

neers ngni enougn, dui now ne wants

men who know a bit about machinery to work under their direction." "I suppose these coronation festivities have used up all the men who

generally take on these jobs?" the

other asked. Robert leaned forward. "I say," he said, "I hope you will

forgive me for Interrupting you, but do you think I could get a job at this machinery business? I do know a bit about It." The big, fair man turned and looked him over. "Gentieman, ain't you?" he asked. "I can work," Robert answered. The two men conferred. Finally the man turned again. "Come round to the works entrance in Wood Green tonight at nine sharp," he said.

Punctually to the moment Robert waited at the place he had been told, f To be continued

On The Boards

MURRAY Six good-looking girls who made genuine harmony with their piano, violins, flutes and voices featured the program last night. This high class act is wellworth hearing. "The Girl," good to look upon, and the "Dancing Fool" received their full share of the approbation for the "Fool can dance. Other numbers on the bill were Holman Brothers, athletes and Bill Robinson, comedian and imitator. The program is climaxed by a two-reel Keystone that is very good.
