WARNER TURNS DOWN RECRUITS POLICE OFFER

Sergeant, Henry H. Warner, army recruiting officer for Richmond, today refused to accept four men who had. elected to join the army in preference to going to jail. "We appreciate efforta to stimulate recruiting but the army doe$ not accept recruits who have been law violators," Warner informed police officials. - Five men were arraigned before Mayor Robbins this morning charged with vagrancy. Mayor Robbins gave all five the choice of joining the army or navy or going to jail. Louis Overstreet and Oscar Bowen, both colored, promptly answered that they would like to join the army. Paul Wagoner and George . Phelps, white, were equally prompt in announcing that they would Join the navy. Paul Tubbs. white, said he preferred going to Jail. Sergeant .Warner was called to headquarters. He turned down all five applicants for enlistment. He Baid the colored regiments were enlisted up to war strength. One white boy eliminated himself by admitting he had twice served jail sentences. The other white boy had defective eyes. "The army wants high grade recruits, not jail birds," Warner remarked.

FOREIGNERS OFFER COMPANY TO U. S.

March 28 The British steamship Ruahine, from a port of Europe was attacked by a submarine on March 17, when a torpedo missed her stern by about twenty, feet, her officers reported when the ship finished her voyage across the Atlantic today. Nothing was seen of the U-boat.

WOMEN TO ATTEND JEWISH CONGRESS

(By Associated Press) NEW YORK, March 28. Prominent Jewish women throughout the United States, it was announced today, are organizing to represent their sex at the American Jewish Congress. The date for this congress will be fixed at a conference held here April 1. Mrs. Nathan Straus has been elected honorary president of the women's organization and Mrs. Joseph Fels, active president.

I'Tango Pirates" I Known to Police

March 28 In connection ; with the investigation of the strangling of Mrs. Elsie Lee Hilair, here two weeks ago, the police are taking a census of so-called "tango pirates" men who make a practice of meeting women, especially married women, in dining places and extorting money from them. Of 76 names already obtained, it was said, investigations showed that almost fifty of the "dancing men," were former convicts.; .

SURVEY OF FOOD CAUSES ALARM

The' result of the recent stock taking of the grain, potatoes and other foodstuffs on hand in Germany was so unfavorable as to cause general apprehension, according to the Berlin Vorwaerts which quotes remarks made before the Reichstag committee on food by the socialist Deputy Ebert. The Vorwaerts is the only Berlin paper which carries an account of the proceedings before the committee.
