Man Needed to Defend Our Nation
(NOTE -The following editorial is reproduced from the New York American because of its sound American doctrine. Everybody knows that Wall Street financiers have been using all their influence, openly and secretly, to get the United States entangled in this European war. Wall Street's eagerness does not necessarily mean that others who clamor for war are not influenced by patriotism only; but it does mean that so. far as the big financiers are concerned, they see money for them in war. They take off their hats to the United States flag, it is true; but their eyes are really fixed on the United States Treasury. - , .'. ;x You can see Wall Street's hand beginning to pull the underground wires when you read the arguments, now commencing to appear, that the United States should fill the allies' bankrupt coffers. Mr. Warburg, of the Federal Reserve, for example, thinks we should at once advance one thousand million dollars to England without security.
Other public men and . newspapers close to Wall Street are pointing out that our business is not to defend American commerce and America against aggression and Invasion, but to pay the allies war ex--penses and send American boys oyer to fight in their trenches. , X " It may be taken for granted, too, that any American boy sent over on that errand wrould be accommo- . dated with places in the FRONT TRENCHES. ( Now, we propose to-Tight thisproposition right now and clear through to the end. - This country has urgent need of all its young men and all its money and all its guns and ammunition" and ships right here at home. We not only need all the money and all the soldiers and all the weapons and all the; equipment that are available, but we need ten times more.
If we strip our treasury of its cash and our navy and army of their strength to fight the allies' war in Europe, nothing on earth will stop Japan and Mexico from striking us a fatal blow, while our only means of defense are being used up across the Atlantic. This proposition that -we shall finance the allies and send them our boys for cannon fodder is a Wall Street proposition, and nothing else. What these dollar patriots are striving for is to have the shaky foreign securities they have gambled in and invested in made safe and valuable by being, backed with America's credit. They want the Government of the United States to indorse the hundreds of millions of promises to pay they have bought at a discount from bankrupt European Governments.
You people must speak out loudly and emphatically and let the Administration and the Congress know your will in this matter. Let the allies fight their own war.
We did not start it and it is none of our business to prosecute it for them. American money and American men for America -that is how you all feel, do you not? Let us protect our commerce, defend our land and make war and peace for our own interests, in our own v.ay and at whatever time seems good to us. . No entangling alliances !

United States government is getting j
ready to put into effect measures of the most far reaching and aggressive character . in the event of war with Germany. It will not be satisfied with mere attempts to protect American merchant vessels. Its preparations will be designed to meet any eventualitya long war if necessary. There will be no half-way measures. This program was agreed upon at a long cabinet meeting yesterday and it guided the council of national defense
when it met with its advisory commission. This program decided upon includes military, naval, industrial and financial measures. ' ' . Army Question Remains Open. - The question of sending an army abroad will be left for future consideration. Whether political alliances with the
entente allies will be formed is not known, although military as well as i
naval co-operation Is possible and the government will furnish 'both money and supplies to the allies without stint. Suggestions before President Wilson

When President Wilson goes before congress soon after it meets in extra session on April 2- he is expected to Inake it clear that the government and people of the United States will not be prompted by hostility toward the German people, but only by acts of the German government. So far the president has given, only preliminary consideration to his. address to congress., The object of today's meeting of the council of national defense with its commission was to taken an inventory of what has been done in the way of industrial preparedness and to decide what further measures are necessary. The council is expected to take an Important part , in the conduct of actual warfare.

(By Associated Press) MADRID, March 24. An elaborate organization, by which a far-flung cordon of German submarines, stretching around the Spanish and Portuguese coasts, has been maintained in provisions and supplies have been unearthed by the Spanish authorities. A rigid censorship has been established but it is known that at least four men have been arrested, one of whom was supposed to have been an American but later proved to be a German. It was reported that other suspects have hailed from the United States but this was later shown to be due to the fact that they had used many aliases and had found American names to be the most useful. How Submarines Are Supplied A most ingenius method was used In getting the supplies and provisions to the submarines. Lines of automobiles were run from Madrid to certain coast points, in order to avoid using
the regular train service. "At designated points floating depots were established beyond the limit3 of Spanish waters. These depots consisted of a series of small stout wooden floats, about the size of a fisherman's dory. Each float formed a good sized receptacle, securely built to protect the contents against water.. Under cover of night small boats loaded these floats with provisions of all kinds, grease and fuel oil and any other articles required by the submarines. A coast guard patrol boat discovered one of these depots as a number of men were busy restocking it from some of the small sailing craft used by the coast fishermen. The coast guards used their revolvers and captured . several prisoners as well as a large quantity of supplies and considerable correspondence. Later investigation showed that one or more mem
bers of the coast guard itself was implicated.

The Spanish ministry of marine permitted the news of the first four arrests to be made public, but since then absolute secrecy has been observed in official quarters in regard to the entire affair, although a number of suspects are known to.be under surveillance. '
