About 200 women attended the meeting, which was presided over by
Miss Esther Griffln White, district
chairman of the Indiana Franchise
league. Miss White surprised some political sharps when she declared the women bad no itch for office and that they referred to have the men assume
leadership in government because of
their superior experience.
"Our chief concern is that the best
men be selected for the offices," she said. She also denied any intent to organize the women into a political group. Election of the right sort of delegates to the constitutional convention also must be undertaken by the newly-enfranchised citieens. Miss White tsaid. "Doc." Relates Hit Conquests. Candidate Zimmerman was delighted to be able to greet the women as fellow-citizens. The doctor told them about his oft-repeated candidacy for the highest office in Richmond. Seven times he had been a candidate and five times a successful one, he related. The Republican standard-bearer assured his hearers he believed in strict enforcement of the prohibition law and fn making Richmond as moral as it can be made. Ho welcomed the women Into his administration council, if he is elected. Alfred Favls, works' board president, told the women ho came to the meeting after once declining, not a a prospestlve candidate, but as a friend of suffrage. He avowed his abiding interest in the extension of the franchise. Incidentally he quoted his position with respect to the independent movement and his leadership of same. He also expressed unalterable opposition to making control of the city government a political game. His position was set forth as follows: Opposes Political Control. White also talked. White urged careful study of civics.
MILITARY UNITS OPEN UP RANKS

Special military units, designed to permit the enlistment of men previously rejected or considered ineligible, because of physical and tether disabilities are being formed in the province of New Brunswick. Officers have been urged to bring these units up to full war strength as quickly as possible and to carry on an extensive publicity campaign for recruits. Judge James A Collins of the Criminal court, Indianapolis, told eighty progressive men of this city last night that the time is not far distant when people will demand that all persons arrested for law violations be treated as human beings. The occasion for the address was the T. M. C. A. annual membership banquet He condemned the practice of many Judges who send poor men to Jail because they cannot pay "costs." "If this Isn't imprisonment for debt, what Is It? The rich man can pay costs of his suit," the Judge said. Works Out Honor System "Since I have been on the bench I have let 8,824 persons go free on the honor system so that they could earn enough money to pay costs and fines. Of this number 3,200 have kept their promises and paid in $34,014." This was described as one method of reforming criminals. "I never sentence a man to J?il before I have carefully investigated all sides of the story. A large per cent, of our 60-caIled criminals are diseased and not responsible. I have a bailiff with medical training to assist me. "In the future, men on the police force will be the paid social workers of a community. A man will be promoted for having the cleanest beat and not because of a large number of arrests." Compliments Richmond Men Judge Collins complimented Timothy Nicholson for his reform work and declared that Charles Jordan, George Seidel and John L. Rupe, all
