That Ira Manning, a Richmond man, whose body was found in a creek under a Pennsylvania railroad bridge, two miles south of Eaton, Wednesday, was not murdered but was a suicide, has practically been established by the Richmond police. Manning resided at 200 South B street. Officer Vogelsong reported his death to the wife and to Manning's parents, Mr. and Mrs. Thomas Manning, 718 North Tenth street, today. Officer Vogelsong ascertained that members of the family had anticipated Manning might commit suicide as they stated he had been very despondent for some time. Manning was a painter and was employed by the railroad company.

has a widow and several brothers and sisters in Richmond. Coroner Beane of Eaton, said the body had not been in the water more than 36 hours. It is probable that circumstances surrounding Ira Manning's death never will be known. Manning had been out of work some time, and had grown despondent. This may have been a contributing factor leading' to self-destruction, it is held by Eaton officers. It also Is cited that . Manning may either have 'fallen from . a passing train, or have fallen into the stream as he walked -across the outside girder spanning the creek. Save for a bruise on the forehead, no other marks were found on the body. The coroner's investigation showed that the lungs were free of water, indicating perhaps that death came when Manning's body struck at the bottom of the stream, between three and four feet deep at that point. The water failed to show effect upon the body and color was noted in the cheeks of the dead man. Beside a 1916 railroad pass carried by Manning, in his pockets were found an Elgin watch, which had stopped at 4:10; a bunch -of keys, among which was included a switch key; a notebook and a purse. The purse contained only one penny. Manning was fairly well dressed, wearing a heavy overcoat and sweater coaJ. He was a painter on the Richmond division of the Pennsylvania until a few weeks gao.
FIRE CAPTAIN FIGHTS EFFORT TO CHECK PAY
Following the' action of County Treasurer Weidner in notifying the city to hold up payment of salary of Jack Coyle, captain of No, 3 company, Richmond fire department, because he is delinquent on his taxes, the fire captain has entered a vigorous protest, asserting that under the law he is not liable for the full amount of the delinquency charged against him. Coyle has pointed out that there is a state law which exempts members of organized fire departments from serving in the militia, a? jurors and from paying city taxes, poll, personal and real, up to $500 valuation. Under this law; passed over a half century ago, firemen are not exempt from the payment of county and state taxes. . Appears in Unamended Form. The law still appears in unamended form in Burns revised Indiana statutes tor 1914, Mayor Robbins ascertained today, and he has referred the case to City Attorney BOnd for a decision. It is ' stated that the question as to whether firemen were required to pay city taxes was brought up several

Mann, 78, retired blacksmith of 316 Curtis Block, has been a resident of Elkhart for many years and he is known in this city as a man of unquestioned integrity and one, who, under no circumstances wouid make a false or exaggerated statement. Gardner was city attorney and, it is understood, he ruled that the law was obsolete, that it was enacted before municipalities maintained regularly- organized and salaried fire departments and that the law was to be interpreted to pertain to only members of organized volunteer fire departments. It is said that practically all members of the local fire department have been paying city taxes and they are greatly interested in ' City "Attorney Bond's ruling in Coyle's case.

Canada, who ha been conducting special services at . the college this week under Y. M. C. A. auspices, delivered an inspirational address. Mr. Pickett 'will speak again this evening, before the basketball game, and tomorrow and again Sunday morning.
