GOV, WHITMAN HELPS RELIEVE FOOD SHORTAGE
(By Associated Press) NEW YORK. Feb. 23. Definite measures to meet the food situation were considered today by both state and city authorities. Governor Whitman and some of the members of the slate legislature see hope in the Immediate passage of the Food and Market bill already introduced by a legislative committee which has investigated the situation in different parts of the state. In New York City the board of aldermen and the board of estinmte met to discuss possible remedies. The house wives in the more thickly populated districts of the city, who first called attention to the acute -situation several days ago by riots, boycotts and mass meetings have formed a number or organizations for the purpose of orderly agitation. The Women's Anti-high price league, the largest of these bodies, senst a delegation to the board of estimate this morning to demand an appropriation of $1,000,000 to be used in buying food to be sold to the poor at cost.

A caucus of senate Republicans was called today to consider the emergency revenue bill, now before the senate, and also to frame a general legislative program to be laid to the Democratic leaders for enactment before the session of congress .nds. Efforts ofthe Republicans recently to reach an agreement witii the Democrats on the subject failed. Debate on the revenue bill continued in the senate today.

Sixty-one farmers are represented. Professor Linke, a government agricultural expert, is to act as judge of the show. Prizes aggregating $150 have been offered by Richmond merchants. $750,000 BLAZE SUFFERED BY OMAHA
(Ey Associated Press) OMAHA, Neb., Feb. 23 Fire early today in the downtown retail district destroyed practically an entire block of business houses. The' Berg Clothing company and the Hartman Furniture store were the principal losers. The captain of a fire company was injured, probably fatally by falling walls. Five other men were caught under a shower of falling bricks but escaped serious injury. The loss is estimated at $750,000. ,

The Tanker Iroquois, towing the barge Navahoe, arrived from London, and the Stertor, a freighter, from Liverpool. The Atlantic Transport line freighter Manchuria, flying the American flag, was reported passing Nantucket light ship this morning and will probably arrive here late tonight She sailed from London. The Madonna of the Fabre line sailed for Marseilles today with freight.

Illinois Central railway officials declared today that last night's report of an attempted hold-up of the Cuban Special in the suburbs here, arose from the ejection from the train of three negro tramps stealing a ride. One of them had a revolver and it went off in the melee with the trainmen.

Leiter Risks Limbs and Life to Tear Down Junior Flag
Senior class dignity is not to be trifled with. Lester Leiter, member of the class of 1917 of Richmond high . school, demonstrated this this afternoon when he risked life and limb to retrieve said dignity. The dignity was encroached upon last night when a band of frivolous juniors hung out a banner on telephone cables leading from a pole midway between Eighth and Ninth on North A street to the high 'school building. The banner read, in massive red letters: 1918 Senior's Goat. This affront of the school provoked natural peevishness. Volunteers were called for to remove the banner which waved 30 feet from the ground and 20 feet from the pole. Leiter responded. " He shinned up the pole, applauded by a horde of his loyal mates. Then he worked himself hand over hand out to where the banner hung. He jerked it loose from the cable and worked his way back to the pole. There he tore it to shreds. His mates continued to applaud. Juniors present resented the applause. Especially as their champion, Charles Chappel, was unable to reach the .top of the pole. There was a genteel Ehindy with no causalties. All this time our hero, that is the senior class hero, worked calmly and intrepidly. What looked like a cigar
protruded from his clenched teeth. When he had finished he replaced his ccat and started down the pole. Chappcl blocked his path, so he remained at the top until his adversary also grew tire of the suspense, literal as well as figurative. The eighth company Coast Artillery, Oregon National Guard, established the highest merit mark recorded for the 1916 target practice of National Guard tig gun companies, according to figures made public today by the war department militia bureau. Firing with ten inch rifles at 10.137 yards, the company made three hits out of three shots and was given a mark of 89.72. Oregon's Fifth Company was second with 79.939 and Maine's Fifth Company was third, with 70.317.
