COURCIAL CLUB EXPRESSES PROTEST AGAINST GOODRICH EXCISE TAX BILL
Resolutions condemning the excise tas bill pending in the Indiana legislature as unfair and' discriminatory i gainst public eerrice and manufacturing corporations were passed at a Joint meeting of members of Commercial club and citizens of Richmond in the Commercial club room last night. ' Speakers declared that the proposed tax law .would keep new industries from locating in the state and would render Richmond's $100,000 industrial development fund almost useless. C W. Jordan and Lewis S. Bowman delivered the resolutions bearing the names of some fifty local businev men into tha hands of Senator Walter McConaha in Indianapolis today. South Side Passes Resolution South Side Improvement association in session last night also went on record opposing the excise tax law declaring that It would be detrimental to the development of industries in Richmond. Resolutions in the form of a night letter were sent to Senator McConaha asking him to oppose the bill. Senator McConaha will be invited to attend a meeting of citizens in the Commercial club rooms Thursday night at which time the proposed legislation will again be under discussion. Mr. McConaha was described as being "luke warm" in. support of the measure. H. C. Starr and John M. Lontr led the discussion. Mr. Starr made a plea for business men to direct ap- , peals to Senator McConaha as .their friend and fellow citizen. Lontz Criticises Goodrich. Lontz who drafted the' resolutions criticised severely Governor Goodrich. "I agreed with. Mr. Goodrich last fall when he said that Mr. Ralston's ' administration had been extravagant," said Lontz. "But there was $3,000,000 in the state treasury when Ralston left office and the state debt had been paid, and there was no excise-tax." "The following, table shows the levy of the excise tax in accordance with the proposed law on miscellaneous corporations: "Where no earnings are shown the tax would be 50 cents per $1,000. per cent, the tax would be 75 cents per $1,000. "On earnings in excess of 6 per cent, 23 cents per $1,000 must bo added for each additional per cent earned." . . them on the owners of all property in proportion to what they. possesB. - In contrast to , this fair and . equitable principle is the proposition in the bill to-levy a special tax on public service corporations every dollar of which tax so paid would and should in turn as a matter of right be collected In the form of increased charges for service supplied and thus come off of the rich cud poor consumer alike without regard to the property possessions of either. Bill Penalizes Enterprise We are especially opposed to the troposition in the bill to levy a tax on manufacturing corporations. This would be a tax on industry, a penalty on enterprise. Such corporations receive absolutely nothing from the stgte except the mere privilege of doing business. We ask our - senator, the Honorable Walter McConaha, and all other members of the legislature to answer if manufacturing industries do not contribute more than all other influences combined 'to the material wealth, the growth and the welfare of the state. We call upon Senator McConaha to witness that the citizens of Richmond have just raised a $100,000 fund to be used for the purpose of inducing manufacturing concerns to locate in our city, believing that they would bring increased opportunities to our young men, provide profitable employment for our labor, bring the impetus "of new trade and new profits and new life to our merchants and additional property that could justly be taxed in the present regular way and thus augment public funds for public improvements. And we call upon our senator to witness further that if this bill becomes a law, we can no longer consistently continue our efforts to induce the manufacturing enterprises to locate in our mid3t, knowing that for the blessings they would bring to us we would impose nothing but penalties. Works Hardship on Corporations. It is being contended that .the revenue proposed to be raised by this bill will be used to provide extensions of present benevolences and to create a fund for improved highways. We ask if there is any justice or reason in the contention that the corporations of the state should alone foot this cost while benefits are enjoyed by all. We hold that the only just and fair way is for each to contribute in proportion to what he has. Believing this proposed measure or any modification of it is unjust and wrong in 'principle, a tax on industry and enterprise, a blow at good government, and detrimental to the highest interests of the city and state, we ask our senator to vote against it in its present or in any amended form and we ask him to make known our position to the senate when such bill is under consideration. . Arises 8inee Last Campaign. We further contend that Bince no such measure was ever discussed or thought of in . the , last campaign or weeks after the convening of the legislature that no senator however much he favors the bill should support it at this session to the end that the people of the state may be made acquainted with the principles it involves and determine if they approve them. "The South Side Improvement association at its regular meeting February 19, unanimously passed the following resolution: "It is in the sense of this association that the proposed excise bill now pending in the Senate would be a decided menace to the industrial development and will very materially neutralize the success of Richmond's Industrial Development campaign and be inimical to our city's interest. PICKELL ATTENDS MANY CONFERENCES
Principal F. G. Pickell of the high school leaves Thursday morning for Indianapolis where he will attend a series of educational conferences at Tomlinson Hall. Later in the week he will go to Kansas City, where he will attend the annual conferences of the National Associations of Secondary School Principals. Mr. Pickell will return to Richmond the following Thursday. During his absence the Richmond high school will be in charge of Assistant Principal J. F. Thompson.
HORACE ELWELL DIES
' MILTON, Feb. 21 Hiram Elwell received word of the death of Horace Elwell, ae fourteen, of Raleigh, Saturday. The deceased was the son of Mr. and Mrs. Charles Elwell of Raleigh. He had spinal meningitis. The funeral services were conducted Monday afternoon.
