AWARD PRIZES AT INSTITUTE IN CENTERVILLE

CENTERVILLE, lnd., Feb. 19. Indorsement was given to the pending suffrage bill and the prohibition measure in the closing session of the Center Township Farmers' institute Saturday. A resolution also was passed urging a county agent for Wayne county. . Ralph W. McMinn was elected president and Gaar Ellason, secretary and treasurer. Miss Buhl Directs Social. Miss Bessie Buhl directed an entertainment Saturday night It consisted of four playlets, vocal music and recitations. The playlets were "Trouble In a Mormon Family." "He Couldnt Tell a Lie." "The Storm Is On" and "The Census-Taker." Many persons were unable to get Into the hall. About $60 was netted for the institute. Awards were made for exhibits in the women's auxiliary section. Grace L. King, county domestic science supervisor. Judged the exhibits. Following are the awards: Children's contest Angel food cake, Miss Ula Pike, first; any kind of cake, Miss Katherine King, first; Miss Mattie Locke, second. Wayne circuit court ttood adjourned this afternoon upon the order ot Judge Fox as a token of respect to one of the oldest members of the bar. Henry U. Johnson, whose son, Harry Johnson, died Friday. Attorneys of the local bar association attended the funeral this afternoon in a body. Petition to fix inheritance tax In the estate of Angeline B. Seaney, late of Boston township, was -filed in circuit court, today. The estate is valued at $16,625.92 and goes in equal shares to five children. The farm belonging to the estate and located in Boston town ship was sold to Adam A. Eby for $14,625.92. Cheater Ellis, city, was arrested by Deputy Sheriff Wadman, today, on a charge of non-support of wife. The Simmons bills pending in the state senate and legislature for regulating the salaries of county commissioners and superintendents and matrons of county poor farms, if passed, will result in an increase of salaries for all these officers in Wayne county. , Joe Miller was taken into custody last week at Hagerstown by Deputy Sheriff Yost, Henry county, on a charge of influencing a ward of the Indiana Girls' school to indulge in Immoral conduct, says an article in the New Castle Courier, Feb. 17.

Each of these men will have personal charge of the work of advancing one important measure The excise or franchise tax bill, passed by the House Saturday was expected In the Senate this afternoon. It is understood that the bill would be referred to the committee on public rights and franchises. A hearing has boen arranged for Wednesday, and it is intended to present th9 bill for second reading and an effort will be made to pas3 it Friday. Amend Beardsley Measure. An amendment to the Beardsley bill to amend the pure food and drug measure was adopted by the Senate this morning and the measure sent to engrossment. The bill now provides that it shall not be construed to require physicians, dentists or veternarians to give their patients the name or percentage of any drug in the legitimate practise of their professions. It. also provides that a state food and drug inspector may require that their work be in sanitary quarters. The original bill was vigorously oppotted for the reason, it was said, that tt "would encourage self medication." Senate Passes Metzger Bill. The Senate passed the Metzger bill which permits utilities corporations to make annual reports to the 6tate commission on the same date the Federal government requires such report. The McKinley bill to amend the Stvorce laws so as to require a sixtyflay notice preliminary to the filing of a suit for separation, during which period the judge of the court may make orders as to support and maintalnance was passend without dissent. The Senate received twelve new bills, on which the lieutenant governor announced would be "next to the last" roll call for this purpose.

County council has been called to meet the afternoon of March 5 to reappropriate money left over in various funds at the close of 1916 and to care for emergencies. Among other things, appropriations

bridges, two road graders for the highway department and for the elimination of the curve and steep grade near Elkhorn on the Liberty pike. Although plans for necessary improvements to turn Smithdale into a tuberculosis hospital will not be far enough along to ask for an appropriation, the commissioners and council will give considerable time to the discussion of the proposition. Want Modern Institution. William Cheesman, president of the commissioners' board, said that it is the plan of the board to make the hospital modern in every respect Architect John A. Haeecoster appeared before the commissioners Saturday afternoon and asked to be considered as an applicant for the engineering and architectural work. Commissioners are of the opinion that plans and specifications for the Main and South G street bridges will be completed by the first Monday in March. Although the law does does not require that the county council approve the- plans, the commissioners are desirous of extending the courtesy to the appropriating body by giving the individual members an opportunity to express their opinions.

FIRE LOSS IS $100,000

(By Associated Press) YOUNGSTOWN, O., Feb. 19 Fire originating in a poolroom early this morning, swept a portion of Lowell Ville, eight miles east of Youngstown, causing a loss of $100,000. One entire block was destroyed before fire fighters aided by Youngstown department fighters, were able to check the flames.

The new Governor of Florida stood for an inaugural ball, but refused to attend because he is opposed to dancing.

EXCISE TAX DILL BECOMES FIRST ISSUE IN STATE

(By Associated Press) INDIANAPOLIS, Feb. 19. Observers who announced complacently that ' the legislature might as well adjourn row," when the constitutional convention, prohibition and suffrage bills passed the senate, the first two after ratification by the lower body and the latter in such form as was believed acceptable to the house, may have reason this next week to revise their estimates. No one disputes the statement that the excise tax bill, the measure advocated by Governor Goodrich in his special message last week and passed the house Saturday, is one of the paramount issues of the seventieth general assembly. Its fate in the senate, where party lines have been broken down already, is very doubtful, it is contended. Catches Advocates Unawares The suffrage question also is far from decided. The Influences opposed to granting women the right to vote prevented hurried action in the house of representatives after the senate passed the Maston measure more than a week ago. ECUADOR PROPOSES MEETING OF NATIONS

(By Associated Press) , WASHINGTON, Feb.; 19. Some Interest was manifested here today in Ecuador's proposal for a congress of American nations to meet immediately and take ."the necessary measures for securing a continental expression principally for the guarantee of the rights of neutrality and if it is possible for the alleviation of the rigors of war." Tobar Borgona, Ecuadoreau minister of foreign relations, made the suggestion in a note to the Mexican minister of foreign relations responding to general Carranza's note to the United States and all neutral nations suggesting an embargo on foodstuff and munitions exports as a means of bringing the war to an end.

GUARDSMEN POSTED ABOUT COURT ROOM TO PREVENT RIOTS

' (By Associated Press) MURRAY, Ky., Feb. 19 With Kentucky national guardsmen posted at points of vantage Inside and out of the Calloway County courthouse, the case of Lube Martin, a negro, charged with the murder of Guthrie Duiguide, a policeman, wa3 called for trial here this morning. The scene presented was In sharp contrast to that enacted early last January, when Judge Charles Bush aroused such a storm by demanding a continuance of the negro's case, that Gov. A. O. Stanley found it advisable to make a hurried night trip half the length of the state to avert possible mob violence against officials of the court. Today everything was quiet There was little excitement of any sort, and this apparently was the result of curiosity. Last January a mob threatened the life of Judge Bush and commonwealth attorney Denny Smith, when it became known that the continuance in the negro's case had been granted. The two officials spent the night in a hotel which the crowd threatened to dynamite unless the negro was returned for trial.
