THE RICHMOND PALLADIUM AND SUN-TELEGRAM

Entered at tbe Post Office at Richmond. Indiana, as Second Class Mall Matter. Every Child Likes to Plant Flowers. Children are quick to take up ideas. Present a plan that involves the co-operation of every child in the Richmond schools, and you may rest assured that you will have the support of all the pupils. They will look upon the work as play, go at the task in that spirit, and carry it out to a successful issue. The city of Richmond has a mobilized army of potential usefulness in its school children, but these juvenile troops are marking time instead of fighting battles for civic improvement.

Other municipalities carry on campaigns of city betterment through the schools. Men with a vision enlist the pupils to do the work their parents overlook or neglect. And these children, inspired with the GREAT IDEA of doing something for their city, put so much concentrated vim and energy into their work that many municipal tasks regarded hopeless today become surprising actualities tomorrow. : There is no essential difference between the children of the Richmond schools and those of Dayton, Cleveland or Pasadena. They have the same degree of intelligence, the same buoyant energy and juvenile desire to DO THINGS. All they lack is guiding influence to assign the task, direct its execution, and supervise its course. THEY NEED A LEADER, A PROPHET.

orders, the shrubs were delivered to the schools and other organizations from which the blanks had been received, and those who did the planting secured their shrubs direct from the places to which they had sent their orders. Tbe pric,e was 10 cents per shrub or vine, and it was imperative that cash should accompany the order. Factories desiring shrubs in larger quantities ordered direct from the Association of Commerce, and upon arrival of the shrubbery in the city, called for it with their own drays at the car.

Nothing complicated, nothing involved, nothing beyond easy attainment. No necessity of ; a trained specialist to work out the plan; no necessity of a high class executive to supervise the details. The only requirementSOME ONE TO START THE MOVEMENT.

If the Commercial Club officials call on the school authorities, co-operation will be extended. It remains to be seen who will take the initative. The school children are mobilized. Are the officers capable of leading the army?

Richmond is regarded as one cf the most beautiful cities in Indiana. Superficially accepted, this compliment holds true; specifically the facts belie th felicitation. There are hundreds of UGLY SPOTS in Richmond; scores and r.corcs of slovenly backyards ; dozens of unkempt, slatternly, filthy, rubbish covered sections. If these blemishes in the city's complexion were covered with vines, shrubs and flowers, Richmond might accept the compliment of her sister cities. These manifestations of civic sloth and municipal negligence could be wiped out with one stroke this' spring by the school children of Richmond if they were marshalled into line, officered by the school authorities and the Commercial Club, and ordered to make Richmond a "CITY BEAUTIFUL."

Men Who Are Down. C. "H. Spurgeon was one of the greatest preachers England ever had. His sermons were full of strong proverbial expressions and homely phrases. In "John Ploughman's Talk" he published a series of sermonettes that have become classics. Spurgeon says of them, "Much that needs to be said, to the toiling masses would not well suit the pulpit and the Sabbath; these lowly pages may teach thrift and industry all the days of the week in the cottage and the workshop." We quote excerpts from his discussion of the "Men Who Are Down" in the hope that some of Spurgeon's Anglo-Saxon terms will prove helpful to those who believe in a humane administration of charity.

"Nothing makes me more sick of human nature than to see the way in which men treat others when they fall down the ladder of fortune. 'Down with him, they cry; 'he always was good for nothing.' " . ' "Instead of a little help they give the sinking man a great deal of cruelty and. cry 'Serves hira right.' , All the world will beat the man whom fortune buffets. If Providence smites him, all the men's whips begin to crack."

"When a man's coat is threadbare it is an easy thing to pick a hole in it. Good advice is poor food for a hungry family. "A man of words, and not of deeds, Is like a garden full of weeds."

Grand Rapids was faca to face with the same problem last February. Three pieces of machinery were :et into motion to correct the evil. (1) The Association of Commerce evolved a rlan.' (2) The SCHOOL AUTHORITIES gave co-operation. (3) The SCHOOL CHILDREN

the American City. "The plan was to distribute 25,000 circulars among the children of both the public and the parochial schools, with order blanks for shrubs and vines enclosed. ; The children or their parents then placed their orders through the schools, the district improvement associations or tbe women's clubs, which assembled the orders and forwarded thorn to the Association of Commerce. "A noble spirit always takes the side of the weak, but noble spirits do not often ride along our roads ; they are as scarce as eagles ; you can get magpies and hawks and kites by the score, but the nobler breed you don't see once in a lifetime." '

"All the neighbors are cousins to the rich man, but the poor man's brother does not know him. The squire can be heard for half a mile if ho only whispers, but Widow Needy is not heard across the park railings, let her call as she may."

Spurgeon evidently had met some men in his pastoral work that did not know the definition of CHARITY. Every man who needs help is your brother, even if a Social Service Bureau cannot accept Christ's conception of CHARITY.

mental calibres large enough that they don't stop to think what the world is losing if they are killed. Doe3 the learned gentleman want people to go on the theory that only the poor unlearned wage earner is the man who must go and fight to preserve the greatest and most liberal nation that has ever existed? Are we, who through misfortune, have been deprived cf the higher education, going

I to fight the battle so that the favored

few with fat purse or highly trained mind may stay at home and enjoy the freedom of thought, action and speech that only a man living under the Stars and Stripes can enjoy? I don't think any sound minded man

wishes to have a war at this or any other time, only to preserve our Na

tional honor but like Prof. Halsey, I

thank God that all educated men do

not feel as if it would be an "economic waste" for them to fight. All ray life I have felt the effect of tbe Civil War. My father fought through many, many long weary months in that war and was a physical wreck the rest of his life. My grandfather died on the "March to the Sea." He was an educated man, but his life was worth no more than thousands of others; but it was just as sweet to him as it was to the man who didn't go to war. Let us hope his words are not understood, as such a speech at this time surely means cowardice, or else there is a higher meaning that our untrained mind cannot grasp. Yours truly, GEORGE C. HARLAN, 210 Pearl Street.
