We understand, the plans aro being quietly made to build a Wayne township high school building at Sevastapol. District No. 10. These plans were defeated in 1915, by the patrons from districts No. 13 and No. 5, compelling the authorities to build them new buildings. At that time, Spring Grove put forth an effort to secure the township high school building 4. in connection with their grade building. , Offering them fire protection, gas, and water supply, thinking this would be an inducement, when they were a mile nearer the center of the township than Sevastapol. But the authorities seemed to think the latter was
the ideal location. , Object to the Location. However the location is all right, if we did not wish to take into consideration where the pupils were to come from, that would hope to attend the school which their funds had built The pupils from district No. 11 are now put into Garfield school, and then to the Richmond high school. Graduates from Sevastapol, and an occasional one from No. 15 are the only pupilB from the western part of the township. Why should we have the school so far removed from the pupils? The school authorities "hobby" for locating the building in such an unreasonable location, is on account of
the street cars, they say.
We would like to ask, who of the
country pupils, which mostly drive to
school, would leave their horses and
take the car, then leave the car to walk through three squares of the
worst mud road in the township?
They would rather have the school nearer the pupils, till many more could walk, and over improved roads.
Most of the pupils would come from the East or North part of the township, and no one seemed opposed to Spring Grove but the authorities. Asks for Central Location. Why not use the central location of the township, the Twelfth street hill? This affords good roads from all di-

Fountain Hill, College Hill, Elliott's Mills and Short Creek. And would the authorities think for a moment that the pupils from Districts numbers 12. 13, 15 and 9 would go
through Richmond, and pass an excell
ent high school, to get to the one in the very remote part of the town, and

As for the Middleboro school, also
district .No. 6, Columbian, to reach
Sevastapol by the shortest route,
would have to cross two dangerous
fords, and two railroad crossings, one
of the the most dangerous in the
county. . .
In fact pupils can not. reach Sevas
tapol from any other school district without one or more railroad crossings. Some of the authorities stated in 1915 that they intended to build one now West of town, and later build one East of town. If the first one is put in a location where its failure is sure, can we ever expect to have a second located where the pupils can attend it? Besides the township puipls have been attending one centrally located high school these many years, and will continue to do so if the township build
ing is put so far from the pupils, and the Richmond school much nearer to them. Some object to a township high school, when we have such a good school in Richmond in reach of all. But -upon investigation we find that the township is pouring thousands of dollars into the city treasury annually. Enough to build and support an excellent school outside the city, and at present the city school is in a very crowded condition. . . Only One Room in Use.
They now have a six room building at Sevastapol. This has been there over forty years. For a very few
years the entire building was used.
The remainder of the time only one t oom has been in use, until about three
years ago an assistant was put there. Last year a school was closed on the Williamsburg pike to hack the children to Sevastapol, another room was fitted up, and occupied by a few pupils. Now Mr. Taxpayer do you consider this economy, the way your taxes were spent in this building, and your children receive no benefit from this large expenditure of money in that building these many years? Will we allow the school authorities to give us another dose of the same thing? City Wants the Building. No one objects to them having a new and modern grade school building there if -this territory remains under the jurisdiction of the township. But information v was given from good
authority - that this territory would soon be taken into the city, and they hoped the township would "build a good school building there, as they needed another one in that corner of town. But they surely do need a new building. The buildings last year were built
by bonds, and this one is to be built by bonds, and in such an out of the way place. When do you think they would be financially able to build that second one where the pupils would be close enough to attend it? It is anticipated that serious objections will be raised by the patrons and taxpayers from the eastern . districts, if Sevastapol is selected for the location of the Wayne township school. HOLLAND PROTESTS GERMAN DECREE 1 ' " i ; - (By Associated Press) : - THE HAGUE, Feb. 7. It is known that Holland has protested strongly against Germany's decree of unrestricted , Submarine warfare but the press is silent as to the government's action. The foreign office refuses to give any details as to the course adopted by the administration.

GROCERY INCORPORATES Incorporation papers for the Peerless Grocery company were filed at the recorder's office today. The capital stock is named at $5,000. Incorporators are Samuel Fred, Hanna S. Fred, Arthur R. Bertsch and Laura M. Bertsch. The purpose of the incorporation is "wholesale and retail sale of groceries, vegetables, meats and notions."
KEEP MARRIAGE SECRET MONTH
HAGERSTOWN, led., Feb. 7 Henry Bowman, of this place, and his bride, who was Miss Elizabeth Jane Davis, kept secret the fact of their marriage for nearly one month. They were married on the 6th of January at New Castle by the Rev. Chas. Shultz, clerk of Henry county. Mr. Shulta is a relative of Mr. Bowman and kindly assisted in keeping the secret. The bride's home is

much time in Richmond with relatives
Pillowing the nuptial service the bride and groom went to Richmond where they were guests of the bride's relatives and also of Mr. Bowman's
brother, Auditor L. S. Bowman and his family. At present they are guests of the bride's sister, Mrs. Samuel Ulrich near White Branch church. They will go to housekeeping at New Castle.
ERECTS FILING CASE
Keyless Lock company, Indianapolis, was granted the contract for erecting a new steel filing case in the county clerks's office by county commissioners in session Monday. The contract price is $1,100.
