Some of the more venturesome traders, however, took to the bull side on the ground that the absence of any rupture as yet between the two countries gave hope that a break might yet be averted. New York is now threatened with another "vice" investigation. This time the affairs and conditions that exist in the Night Court for Women and the work of the District Attorney's office and the Vice Squad of the Police Department of the city are to be aired. Miss Moskowitz's committee, established by the Church of the Ascension to help friendless women, has been charged with the acceptance of fees from women defendants of the Night Court and with the selling of bail. Its counter-charges may "tear off the lid" and reveal unthought of "rottenness" if Miss Moskowitz's story should be proved. The investigation is being pressed by
Miss Anna Moskowitz, chairman of the Church of the Ascension legal Commit tee, one of the best known legal aid bureaus in New York.

SUBMARINE HALTS DANISH VESSEL
NEW YORK, Feb. 2. A German submarine operating in the North Sea east of the Shetland Island stopped the Danish motor ship Chili, which arrived here today, and then allowed her to proceed after giving her a permit signed "Sattenfeld, Captain," according to the Chili's commander, Frederick Grue. The U-boat's captain examined the motor ship's papers. Captain Grue said the submarine was of about 1,000 tons and carried two deck guns.

CHICAGO, Feb. 2. Chicagoans ewoke today after the coldest night of the winter, the temperature at daybreak being 10 degrees below zero. A forecast issued by the weather bureau, Indicated that the temperature might reach 15 degrees below zero and that no relief was in sight for at least two days. In Ottumwa, Iowa, the temperature ranged from "23 below to 28 below. Omaha had a temperature of 23 degrees below zero; Sioux City, la., 27 below; Winner, S. D., 38 below.
WHEAT DISTURBED BY UNCERTAINTY CHICAGO, Feb. 2. Uncertainty but no unusual excitement was shown at the opening today in the wheat trade. Initial prices were at a decline of 1 to an advance of 2 cents with May at $1 62 to $1.63. Danger of a break of diplomatic relations with Germany was the influenca to which the greatest attention was given.

BLOCK MEASURE ON IMMIGRATION WASHINGTON, Feb. 2. Immediate reconsideration of the immigration bill passed over the president's veto by the House last night was blocked in the Senate today by Senator Reid of Missouri, but agreement was reached to proceed to a vote on repassage of the measure at 4 p. m., next Monday SENATE PASSES BILL COLUMBUS, O., Feb. 2. By a vote of 28 to 2 the state Senate today passed initiated bill Number 1 which excludes private liability insurance companies from competitions with the state in writing workmen's compensation insurance. The bill now goes to Governor Cox for his signature which will make it a law.

Richmond police have been asked by the coroner of Garrett, Ind., to inform two sisters of "Red .Wing" Glasgow, colored, that he had been murdered at that place. The authorities were unable to locate the sisters.

Senator Hitchcock, ranking member of the Foreign Relations Committee, has been quoted as saying that when the resolution comes up an effort will be made to refer it to the Foreign Relations Committee.
