787 GAIN IN ATTENDENCE MADE ON LAST DAY OF CITY CAMPAIGN

3,805 minus 3,018 leaves 787. i The 787 represents the success of Nhe city-wide Sunday-school campaign which closed yesterday. Despite a dense fog which enveloped the city and an Impending rainstorm, 3.805 persons attended twentysix Sunday schools as compared with 3,018 persons on Dec. 31, the Sunday previous to the opening of the campaign. Sunday-school workers and squadron members freely asserted that with favorable weather the attendance would have passed the 5,000 goal which had been set by the committee. Attendance is Gratifying With the exception of the irst Sanday of the month adverse weather conditions have served to reduce attendance. But each Sunday the figures beld up In a manner surprising to the superintendents. "Had the campaign not brought an additional person to any of the Sunday schools, the speakers brought I messages which so stimulated Inter- ' st as to make the campaign eminently worth while." With this endorseiment the Rev. H. S. Jamee, president of the Ministerial association, exj pressed the sentiments of practically r every minister of the city. . Praise Work of Strayer ! "Prohibition," the subject yesterday brought forth stirring calls to action (from squadron speakers. They praisjed the work of Prosecutor Strayer 7 and the grand jury, asked the people I to stand back of them and then pointled to the need for heavy pressure on 'members of the state legislature who are considering the state-wide prohibition bill. Sees Political Influence "I believe in placing the superintendent and his department chiefs under civil service protection but I also believe the surest way to inject politics into the administration of this civil service is to place its supervision in the hands of the state commission. "I favor the administration of such civil service by a civil service board composed exclusively of responsible Richmond business men who would have the city's best interests at heart all the time. Members of the state commission are all politicians and, besides, are out of touch with local conditions." . City Attorney Bond questioned whether a competent local civil service commission for the municipal electric plant could be secured because of the difficulty which, he said, would be experienced in Jthe appointing of such a commission without political interferences. Could Get Non-Partisan Board. Mayor Robbins expressed the belief that a way could be provided for the appointment of a local civil service commission which would guarantee it to be a strictly non-partisan board composed of men not the least interested on politics. It was suggested that Bond's bill could be amended to provide that the city council be authorized to devise the method to be pursued in the appointment of a commission of citizens who

would have complete supervision over the civil service of any municipally owned utility. - It was pointed out that in stfch an event council by ordinance could provide that four of the proposed five members of the commission be selected by the judge of the circuit court; by the mayor, the president of the Commercial club and the president of the South Side Improvement association, or by some other acceptable authorities; and that the four commissioners so named should then select a fifth commissioner, who would serve as chairman. Terms Are Suggested. It was further suggested that the commissioners should be appointed for varied terms, one for one year, one for two years, a third for four years and the chairman for five yeras. Other city officials agreed withthe mayor that there should be no further surrender of "home rule" for the city's electric plant by investing the state commission with the power of employing and discharging plant officials. The Bond bill provides civil service protection for the superintendent of any municipal utility, and for the offices of chief engineer, chief clerk, cashier and chief bookkeeper. The measure provides that none of these officials "shall hereafter be discharged from any of such positions, and no person shall hereafter be selected or employed to fill any such position except by and pursuant to the written order of the public service commission of this state, based upon a written application therefore and after a fair and full investigation by such commission at a public hearing." Qualifications of all appointees , to

Mr. Bond said , today that he had drafted his bill as an interested citizen rather than as a city official and that if his plan of placing the civil service in the hands of the state commission was inadvisable he hoped some better method would be devised.

"Senator Walter McConaha had been invited to attend this meeting. He has found it impossible to be here but he authorized me to announce that it is his intention to vote 'dry'." (Great applause.) The mass meeting yesterday gave evidence of the gradual depression of doctrinal feeling; unconsciously, perhaps, but none the less surely. The

persons at the meeting were not so many adherents to some individual creed, but were simply citizens of Richmond anxious to help improve the moral conditions of the city and to learn more about Christianity. Above all, the meeting demonstrated the growing desire for a practically religion with a personal appeal, those present agreed. Elwood Makes Strong Appeal. Rev. Robert Arthur Elwood, founder of the Boardwalk church, Atlantic City, delivered the principal address. He made a strong appeal for the application . of Practical Christianity to every day life. "Make your lives show your Christianity. Business men cut out your cheating and stop telling unclean stories at the club. Women do you stand up for the teaching of Jesus Christ at your gatherings? Do you go out on the streets and try to save your fellowmen? Or do you merely go to church? "Jesus is your friend. Prove that you are his friend." Do Some Personal Work. "It would be a good thing for Richmond if all churches In the city would close theirdoors for one Sunday and
