Mclpolder Again The world admires shrewdness. We believe in giving credit where credit is due. John Melpolder is to be congratulated on his ability to put across whatever he sets out to do. ' If he wants something done he usually gets it; if he wants a movement - killed,, he is able to line- up enough influences to have it done. . A fine illustration of the methods of this man is to be seen in the manner in which he brought about the defeat of a movement fostered by some of the finest women of this community to provide wholesome lunches for the children of Whitewater school. We commend Melpolder for his "political ability, but roundly condemn his methods. , , , . Melpolder did not want lunches served to the poor children of Whitewater school, because, as it is reported, the serving of food to these children would interfere with his administration, of "scientific charity" in the district in which the Whitewater school is located. Science as applied
to charity and as exemplified by Melpolder set at naught the philanthropic effort of .some of the good hearted and kind women of the city. The hostility of this "cold, professional, statistical paid agent .of public philanthropy" was
known before the matter was presented to the school board. Melpolder found his ally for defeating the women in Superintendent - of Schools Giles, who shares some of the opinions of Melpolder and looks upon the problem of charity from a cold "scientific" standpoint. The attitude of Giles is a surprise to most of the community, for the belief obtained that the head of the Richmond schools was actuated in his decisions to a certain degree at least by the dictates f sympathy and kindness. Why Giles "should be such an intimate friend and a supporter of Melpolder is something which investigation has not "yet disclosed. So much is apparent that in several cases where opposition to Melpolder's methods has been voiced,
the name of Giles was connected with the incident. In this instance, the women of this city whose love was ready to go out to unfortunate children have both Melpolder and Giles to criticise for the defeat of their effort. The conditions that prompted the installation of a lunch system in Whitewater school are these: Many of the little children come to school without breakfast, or are given so little food that they have neither the mental stamina nor the physical strength to work to advantage in the class room. The teachers of Whitewater school and many mothers planned to provide lunches at a very reasonable cost and to give the food away free to those, pupils whose parents could not afford to pay the nominal' charges asked. It was believed that the system would be self-supporting in a short time: Money for the movement was on hand: ' " But in the meantime, Richmond's paid agent of public philanthropy, in his superior wisdomj decided that 'from' the scientific standpoint the

The community as a whole believes in the organization, but an overwhelmingly large majority of the citizens have concluded that John Melpolder is not the man to conduct the work. Melpolder's strength is in his ability to organize. He has done that work well. The time has come when he should be asked to, resign, and his place
be given to a person who unites organization ability with love, kindness and sympathy. A man is needed to whom the poor and unfortunate can turn as to their brother, in whom they will have confidence, to whom they will tell their troubles. Melpolder is a misfit in Richmond. His opposition to the lunches at Whitewater school is merely another indication of the man's cold attitude toward the unfortunate ones.
The Cost of the Leak
The "leak" investigation, started by Representative Wood of Indiana, will cost between $75,000 and $100,000. Sherman L. Whipple, the Boston attorney engaged to aid the committee, is expected to receive $25,000 for his work. If the committee is able to discover the "leak" and to find out where and how Wall Street is hooked up with Washington, the money will be well spent.
