This it the latest photograph of General Count Cadorna, commander-in-chief of the Italian armies. It shows him in an Italian military aeroplane about to make a flight over the Austrian lines. General Cadorna is the first high officer on either side to thus risk his life. Much is expected of the Italian in the next general Allied offensive, said to have been agreed upon at the recent conference at Rome.
IMPERIAL UKASE POSTPONES DUMA
PBTROGRAD, via London, Jan. 22. The Imperial ukase further postponing the convening of the Duma and the Imperial council has provided another intermission in the Russian political drama which it is hoped that some means will be discovered of harmonizing the policies of the government and the legislative chambers. The steady succession of ministerial changes and the events which have taken place since November when the Duma last met, have done little to bring about the desired understanding. On the other hand the gulf
which separates the government and the Duma is very definitely defined.

COMPANY ASKS FOR TESTING JOB
Representatives of the Pittsburg Testing laboratory appeared before county commissioners Saturday seeking a contract to do cement Inspection for the highway - improvements in Jackson and Center townships, and the two large bridges over the' Whitewater river next summer.; v yu This company . tests all cement which goes into the' work and must put its stamp of approval on all cars before the material-is used. The inspectors are located at the cement factories. The price asked for the road work was $600. The proposition was taken under advisement.

Actions have been begun against the Espana Nueva, the Correo Espanol, the Commentrios and El Diario of Madrid. El Socialista was seized by the police on Thursday.

Navy has awarded contracts amounting to over $3,000,000 to a British bidder for 14 and 16-inch projectiles for the Navy, for 'the reason that the British firm offered prices very much below those of American manufacturers, including ourselves. 1 v . We know nothing of the basis upon which the British bids were made, but the public is entitled to know the facts upon which we ourselves bid for this work. Two years ago we took contracts to make 4,200 14-inch shells at a price of $1,515,000 (with heavy penalties for delayed delivery). Despite the fact that all our experience and facilities have been strained to fulfill these contracts, up to now not a single shell has been accepted by the Government, although on the work already done ,.;. .

Making our total actual expenditure up to date $522,881 And we have not received a SINGLE DOLLAR on these contracts In addition literal enforcement of the contract might involve payment of penalties for delayed delivery already amounting to $678,016. Navy Department tests are now so severe that neither we nor, so far as we know; any other manufacturers have yet been able to produce in quantity 14-inch shells which will meet them. In the light of our experience, and having no other basis, we bid for 16-inch shells approximately the same rate per pound as that upon which the Navy Department actually awarded a 14-inch shell contract one year ago.
