some miles away claims the honor of
being the birth place of the champion woman rifle uhot of the world. Woman Beats Champion. The recent death of Col. William Cody has recalled to the memory of Darke county people the black haired Quaker raiss of eighteen who challenged Frank Butler, champion shot of the world, who in the eighties was traveling with a show which stopped at Greenville. The young woman beat the champion. . Butler and Miss Oakley met again a year later. An hour after, the mar riage knot had been tied. After the girl wife had had a year of schooling, "Anne Oakley and Prank Butler" joined Buffalo Bill's Wild West show in 1885. Buffalo Bill then at the heighth of his fame frowned at a girl entering his show but the deadly accuracy of the girl with a rifle waa not to be laughed at. As time grew on, the friendship between the Darke county girl and the hero of the west became one based upon profound re- ' spect. Mr. Butler and his wife ara now living retired at Newark, N. J.

There is not the slightest doubt that the committee's report will fall of indorsement when it is submitted to the Federation tomorrow unless the Increase recommended is high enough to meet with the approval of the Federation members. The report which will be adopted, it is understood, will not be In the nature of a demand for higher salaries, It will merely urge the school board to provide a more liberal compensation to the teachers for their services after pointing out that the salaries now paid to teachers are wholly inadequate to meet their needs. The average pay for women teachers in the grade schools Is approximately J720 per year; women teachers in the high school receive a slightly higher wage. The Balary for both men and women principals of the grade schools is approximately $1,050. while the men teachers in the high school receive, on the average, about $1,200.

"Then came the city manager plan which was probably borrowed from Germany," Mr. Leeds said. Under this plan, people elect three or five commissioners who serve with little or no pay and who appoint a manager for the city. They make the selection after carefully considering all qualifications. . This plan is proving successful in some forty cities where it has been adopted. This manager has no political debts to pay. He appoints his five department heads who are responsible to him and for whom the manager is responsible to the people. Manager Is Responsible. The city manager Is responsible for the conduct of city affairs. Laws are enacted by the commission, which is elected and is subject to control by the people through the, initiative and referendum and recall. The city manager
and the commissioners are subjected to the recall. The peculiar thing is that the recall has been used only two times. It serves as a club over officials who have Inclinations to do wrong or neglect duties, it was explained. ernment or to adopt the commission
or city manager plans," Mr. Leeds said in conclusion. After Mr. Leeds had finished the explanation of the various types of city government there was considerable discussion of the merits of the plans
by members of the association board. From the trend of talk It could be concluded that the city manager type was
favored.
"Tt I knew I was going to vote myself
out of a job tomorrow by voting for a city manager form of government for Richmond, I would vote for it," said Alfred Bavls, president of the board of public works. William Haberkern, who has announced his candidacy for the Democratic nomination for mayor, declared that he also favored the city manager form of government.

"First the people nominate ten men and then fcelect five on a strictly non-partisan basis. Each of these Ive commissioners is placed In charge of a department and made responsible for it." The commission government is divided into the following departments: public welfare, finance, public work, health and public safety. The commissioners organize and elect a chairman who is nominally a mayor, Mr. LoedB explained. The people hold a check over these officials through the initiative, referendum and recall, he stated. What Initiative Permits. The initiative gives the people .the right to propose legislation. The referendum gives a specified per cent, of the voters the right to demand that legislation be submitted to a vote to be either ratified or rejected. The recall is the same right that ar.y business holds over Its employes, explained the speaker. The recall gives the voters a means by which they can discharge an incompetent official. In case a specified per cent, of the voters decide that an official is not qualified for the position he holds they may petition for a recall election. On the recall ballot the name of the man who holds the office and the name of the candidate appear. If the majority vote in favor of the Incumbent, he Is vindicated and remains In office. If the opposing candidate receives the majority, he takes the office. Cities Must Compete. "Cities are in competition with each other.
