-y UBLISHES TESTIMONY PRESENTED ON TAXES Auditor Bowman's interesting testimony before the state commission on taxation, May 25, 1915, has been pubIlebcd in full in the commission's report to the governor. One of the recommendations of chief importance made by Mr. Bowmans was the challenge of voters who failed to pay poll tax. Excerpts from the testimony follow: Mr. Bowman "The present law for collection of taxes on real estate is effective. Law for collection of taxes on personal property and poll is weak. "Poll tax should be collected by the assessors from non-real estate owners at the time the assessments is made, just as the dog taxes are now collected, for the following reasons: Population is Shifting. "Many persons are here today and one tomorrow. But little. tax is collected from a shifting population, yet they are constantly enjoying the fruits of government somewhere and should be compelled to contribute at least a fnnall portion. The non-payment of poll tax should subject the person to challenge at the next ensuing general election." Mr. Dunn (of the commission) "The right to vote should depend on the paying of the poll tax?" Mr. Bowman "Yes. Some of this t.onnot be done under our present law.". The commission then turned to Mr. Bowman's suggestion that township ossessors be directly under a state board, as the present lack of a cen tralized authority permits the individual assessor to assess as he pleases despite instructions. Mr. Bowman then recommended that household ?oods bo exempted from taxation to . "Household goods bring no return an the investment, they rapidly deteriorate, they entail the expense of insurance, repairs and shelter," he baid. 'They are not kept for the purpose of aver realizing on them; they are kept for our daily needs just as our wardrobes." Would Abolish Board. board consisting of the county treasurer, auditor and assesor. The only objection to such a board would be, he said, that all members will be of the same political faith. "Do they assess a Democrat any higher in Wayne county than a Republican?" asked Mr. Dunn. "No. It is hard to make a Democrat think he is getting a square deal when' all Republicans are serving," answered Mr. Bowman. A peculiar circumstance existed in Wayne county in 1914, Mr. Bowman said. Some personal property was actually recorded on the duplicates for more that its true cash value. This condition was brought about by the ridiculously low assessments on farm lands, Mr. Bowman said, making it necessary to increase assessments by townships 5, 10, 15 and in some instances 20 per cent. The order increased the personal along with the real property. MAIL CLERK EXAMS SET FOR NEXT MONTH A railway mail clerk examination for Feb. 10 was announced today by Superintendent of Mails Wilson. The examination will be for men appllcanfs only and will be held in the post ofiice. Applicants must have reached their eighteenth, but not their thirty-fifth year, must measure five feet five inches In height and weigh at least 130 pounds. It is the first railway mail clerk examination which has been scheduled in the Richmond office and probably 50 men will apply. COUNTY OFFICIALS TO ATTEND SESSIONS OF VARIOUS SOCIETIES
Wayne county commissioners are in Indianapolis today attending the meeting of the State Association of County Commissioners. Methods of getting increases in commissioners' and auditors' salaries were under discussion. Also the proposed state highway commission bill which i3 to be presented to the legislature by the County Road Superintendents' association was under discussion. Tomorrow, Lewis S. Bowman will attend the meeting of the County Auditors' association in the capital city. At the same time, Joseph Mills and County Road Superintendent N Jones will be in Indianapolis working for a state highway commission. DENTISTS WILL DINE The annual dinner of the Wayne County Dental society, of which Dr. A. O. Martin is president, will be held Wednesday night at the Westcott hotel where 20 members will be served.
