Inefficient Teachers
Eighteen per cent of the 21,000 teachers and principals in the New York public schools are inefficient, sixteen per cent are in the average class, 44 per cent in the very good class and 39 per cent in the excellent or superior class. This h the gist of a report recently made by the acting superintendent of schools. In a discussion of the problem it was brought out that it is difficult to prove a charge of inefficiency against a teacher. Sympathy for the teacher, influential friends, political pull, and vajrue defenses are factors that keep the poor teachers in the public schools. Most of the failurea in New York are at the two extremes young and old. Investigation proved that the greater per cent of inefficiency exists among those who should be retired. So far as the public knows no efficiency investigation of teachers in the Richmond schools has been made. No one knows what per cent can be rated as excellent and what per cent inefficient. Publication of figures revealing conditions among teachers here would be an interesting commentary on the school system. Gem Importation in 1916 Valuable stones in the amount of $51,000,000 were imported in 1916. The sum is not large when it is compared with Wall Street transactions, and yet it would buy 10,000 good farms and is equal to the total assessment value of many American cities. It indicates that some classes have not been hit by the High Cost of Living. The ultimate disposition of these gems would furnish food for speculation, but probably no one will know who bought the stones. , It is reasonably sure that the money that paid for them came from "war brides" or munition plants.

Democratic leaders. in the house are admitting that they are up against a serious proposition to stave off th? threatened deficit of $300,000,000 in the national treasury. Members of the ways and means committee do not want to write another revenue bill, but their desire to pass the task to the next Congress has been blocked by the president who insists that the revenue problem be solved at once. A way out is seen in increasing the income tax as high as three per cent on some classes of income. The committee is also considering increasing the present tax on munitions of war. In a year of unprecedented advances in all lines, the government sees itself face to face with a serious diminution of revenues. Perhaps that's one reason why administration leaders are so anxious to see peace declared.

Perfect Mentality Thomas J. Abemethy, a Harvard student, was declared to have the "perfect mind" by the late Professor Muensterberg, according to experimental psychology tests devised by the savant. It is natural to suppose that the "perfect mind" would be fitted to solve some of the riddles of the universe and take a commanding place in shaping the destiny of the race. Not so. Dr. Muensterberg advised the prodigy to go into the canning business. His father is in the sardine-canning business, and the professor told the young man that he would make as much of a success in that line as in any other. It seems pretty hard to condemn the "perfect mind" to this prosaic, business, but that is his fate if Muensterberg's analysis is correct.

NEW PARIS, O.. Jan. 8. "Those who see and are yet blind," are having lots of fun poked at them by local wags, all because A. J. Naber, blind broom-maker, found a lady's hand bag and after night at that, on Main street one evening recently. He brought the purse to a local store to restore to the owner. Numerous pedestrians had passed over the spot where the bag lay, but Blind Ott who "sees' with his trusty cane, waa the one to discover it.
