The City and the New Year The frequency with which New Year's resolutions are broken makes them acceptable subject for jokes and laughter. If they were not the children of hasty decisions and conclusions, but were the offspring of serious thought and balanced judgment, many of them would mature into courses of action that would be beneficial to the Individual and to the city. And so it is with the resolution a municipality may make at the beginning of a new year. The pronouncement of city officials that the new year will mark an era of economy, permanent improvements, wise administration, etc., may be accepted as a New Year's resolution, even if the statement is made in spring or in autumn. The fault with such statements lies in the fact that "city planning," the relation of one improvement to all improvements, of one department to another, is not the controlling factor in the decisions made by the city officials. Under our present arrangement of city administration, little if any city planning is done. Improvements are ordered in a more or less haphazard manner, without due consideration of how one betterment will affect the whole city and the residents in every ward of the municipality. In cities where city planning is done on scientific lines, this trouble is not experienced. Dayton discarded the old form of political administration, transformed the municipal administration into a business concern, hired a city man.'2?r, threw about the whole system the proper : afeiTuan's of initiative, referendum and recall, and now is enjoying the benefits of a business
like effort to conduct the city's business as a business man would run his business. Indiana cities, Richmond included, need this form of city government. Wilson and Villa Not so long ago, Villa was a bandit driven to cover by untoward , circumstances. Today he practice !!y is master of northern Mexico. Carranza'; power is wobbling and ready to fall. Suppose Villa conquers northern Mexico, Carranza falls, and Villa becomes dictator, what will be our attitude toward the ex-bandit? Based on past performances, we will send notes and start a new era of watchful waiting.
New Divorce Law Needed The divorce scandal in Indiana is notorious. The effort of an Indianapolis jurist to prevail upon the next Lewislature to pass a new divorce law making it impossible for a couple to file a suit for divorce until one year after the final separation of man and wife, is worthy of support. His bill should contain an article preventing either party from marrying again until two years after the divorce has been granted. Flagrant cases of the divorce evil have taken place in Wayne county. Attorneys might help check the evil by refusing to handle cases that are not worthy. If the local bar passed a stringent rule and enforced it, some of the cases that have been filed in the Wayne circuit court never would have reached the clerk's office.
Dry Forces Get Together The Anti-SalooA League and the Dry Federation have become reconciled and have buried their differences. It was apparent to the most casual observer that the object which both hoped to accomplish would never be consummated so long as the two organizations looked upon each other as interlopers and enemies. With a united front, they are in a position to press their claims much stronger.

MILTON. Ind Jan. 3. Will Anderson and ; Miss Florence Daniel were guests of Mr. and Mrs. James Murphy, south of town, Sunday evening. . . Mr. and Mrs. James Baker had as their guests Sunday, their son, John Baker and son. John, Jr., and Miss Kate Baker of Indianapolis. Miss Kate remained over the New Year's day with her parents, Mr., and Mrs. James Baker. . . .Sunday evening about 9:30 o'clock there was considerable excitement In the business part of town. An officer was trailing a supposed auto thief. A young gentleman at Cambridge City was walking with a lady friend when he saw another friend's machine which he had permission to use. So he decided to take a ride without hunting up the owner to notify him. The young woman was somewhat reluctant but they drove to Milton. In the meantime the owner appeared. The auto was gone and
it was thought had been taken by t thief headed towards Milton. Officers were sent and the marshal at Milton notified. The. car . was stopped here, and the young lady greatly embarrassed sprang from the car and took refuge in. the home of a friend until matters had been adjusted and the young man who was out with the car proved himself no thief.

"You have told Ines that?" asked Kennedy in order to seem properly surprised. "Yes and I think she believes me. I can't say. Things are strained with her. If will take time. I'm not one of those who can take a girl by main force and make her do what she won't do. I wish I could smooth thing3 over. Let me see the prints." Kennedy handed them over to him. "In the first place that would really incriminate me. And In the second I suppose you have copies." Craig smiled blandly. "But I can tell you," he exclaimed, bringing his fist down on the labora

The scowl on his face and the menacing look in his eye showed that now, with his back up against the wall, he was not bluffing. He seemed to get little satisfaction out of his visit to us, and in fact I thick he made It more In a spirit of bravado than anything else, Lockwood had scarcely gone before Kennedy pulled out the University schedule, and ran his linger down it "Alfonso ought to be at a lecture In the School of Mines," he said finally, folding up the paper. "I wi3h you'd go over and see if he is there, and if he Is, ask him to 6tep into the laboratory." The lecture was In progress all right, but when I peered into the room it was evident that deMoche was not there. Norton was right. The young man was neglecting his work. Evidently the repeated rebuffs of Ines had wbrked havoc with him. Nor was he at the hotel, as we found out by calling up. There was only one other place that I could think of where he would be likely to be and that was at the apartment of Inez. Apparently the same
Idea occurred to Kennedy, for he suggested going back to our observation point in the boarding-house and finding out. All the rest-of the day we listened through the vocaphone, but without finding out a thing of interest Now and then we would try the detective instrument, the little black disc In the back, but with no better, success. Then we determined to listen In relays, one listening, while the other went out for dinner. v It must have been just a bit after dark that we could hear Inez talking in a low tone with Juanita. A buzzing noise indicated that there was some one at the hall door. "If it's any one for me,i' we heard Inez say, "tell them that I will be out directly. I'm not fit to be seen now." The door was opened and a voice which we 'could not place asked for the senorita. A moment later Juanita returned and asked the visitor to be seated a few moments. It was not long before we were suddenly aware that there was another person in the room. We could hear whispers. The faithful little vocaphone even picked them up and shot them down to us. EASTERN STAR GIVES 4 CANDIDATES VORK

The Eastern Star had a called meeting, Monday' evening and conferred its degrees on four candidates, Mr. and Mrs. Will Wallace and daughter, Miss Dora Wallace, and Miss Nellie Jones.
