The Old And The New Year. The year just ended will loom large before the eyes of the historian. The great war is of course its greatest event. What effect the slaughter of thousands of men will have on the future of the race, what new ;eographical lines will be established when peace 3 declared, are questions which we cannot ansver. . - ' : The great military campaigns of the year may urnish material for countless volumes, but they vill hardly be as important as the economic and ocial changes that have taken place. Whole ations have been transformed from within. Engnd is now living under modified form of social'm. The government has taken over the, industries of this great nation and is administering 'iem for the common. welfare; social ranks have oluntarily been levelled, so that charwoman and ternber of the royalty work side by side in the mnition factory and hospital; a whole nation has yen its working hours, its food problem, its clothrig and housing question settled by the government. When peace is declared, this vast na:onal machinery, brought to the highest stage of fficiency may be turned to the purposes of peace, laugurating an era of industrial development hat for its magnitude may astound the world. The outsif.: -ling feature of 1916 for the Unitd States 1: been unprecedented prosperity. ,Vith it has come a growing menace of extravagance in which employers : and business interests lave shared. The people of this country have Deen slow to recognize the danger, slow to learn .hat a period of prosperity is always followed by ne of depression, slow to Jay aside money when t is earned easily, and slow to prepare in sunshine for the rainy day. What 1917 has in store, none of us know. It s idle to indulge in prophecy. Peace may come
in Europe and with it added prosperity for America or general depression. Nobody knows what the future has in store.
Dirty Alleys in Richmond. ; You know how slovenly and dirty the alleys of the East Side of New York are. If you have not seen them, you have read descriptions. Whenever anyone wants to make a point of municipaf neglect in garbage, ash and refuse collection, he calls attention to the East Side. The same observation holds true of conditions in the West Side of Chicago. ': But you need not go to New York or Chicago to see how dirty an alley is after refuse has been dumped into it and the city has failed to collect it. Just walk along Sailor street, between ,Main and North A street, or in any of the alleys near the principal thoroughfare of the city. There you wjll see conditions every bit as bad as they are in the East Side and West Side of America's two largest cities. Dayton had the same trouble with its alleys
that Richmond is having how. No one knew why garbage was uncollected, why refuse piled up mountain high, why. the alleys were unkempt, dirty and slovenly. Then a city manager took charge. Garbage and refuse were quickly collected and at a much cheaper cost than formerly. The difference between Dayton and Richmond is that the former applies business methods to municipal problems and the latter is still under the obselete form of political administration.

Handling The Mails. More than fifteen thousand packages were handled and delivered by the Richmond post office during the holiday rush. Add to this, thousands of letters and newspapers, and you will have an idea of the amount of work the post office force had to take care of. The Christmas rush is an annual visitation at the local office. It is time when the clerks and carriers are worked to their utmost capacity. That they do not lose their patience but maintain a policy of courtesy and consideration for patrons speaks well for the service. A kind word of appreciation for service well performed is an amenity that we ought not to overlook.
Nothing seemed to happen, bnt I could tell by the look of intentness on his face that he was getting along all right and was not worrying. Suddenly the look on his face changed to one of extreme satisfaction. He dropped the disc he was holding to his ear back into its compartment and turned to me. -All at once it seemed as if the room in which we were was peopled bx spirits. There was - the sound of voices, loud, clear, distinct.. It was uncanny. "He has just come in," remarked Craig. ' "Who?" I asked. "Lockwood can't you recognize his voice? Listen." . I did listen intently, and the more my ears became adjusted, the more plainly I could distinguish two voices, that of a man and that of a woman. It was indeed Lockwood and the Senorita, far above us. 1 would have uttqjjnd an exclamation
of amazement, but I could not miss
what they were saying. "Then you you believe what he says?" asked Lockwood earnestly. "Professor Kennedy has the prints," replied Inez tremuloqsly. "You saw them?" "Yes." "And you believe what he says, too? There was a silence. "What is it?" I asked, tapping the box lightly. "A vocaphone," replied Kennedy. "The little box that hears and talks." "Can they hear us?" I asked in an awestruck whisper. "Not unless I want them to hear," he replied, indicating a switch. "You remember, of course, the various mecanical and electrical ears, such as the detectaphone, which we hace used for eavesdropping in other cases?" I nodded. .. "Well, this , is a new application

WASHINGTON, Jan. 1. Increased freight rates, averaging thirteen cents a ton on bituminous and cannel coal from western Pennsylvania to Rochester and New York and New England points today were found justified by the interstate commerce commission.
