BOBBINS NAMES COMMITTEE TO STUDY PENSIONS
Mayor Jlobblna eaid today that he would appoint City Attorney Bond, President Buvis of the board of public works and the members of the comrnittee on public welfare, Councilmen Haadley, O'Xoal and Wilklns, as a committee to Invesitieate and report to council on the practicability of creating pension funda for the members of the police and fire departments. If this committee devises some plan for the establishment of such funds it will b expected to report to council on the operations of its plan. Optional With Richmond. Under the law cities of the first and second class a':"e obligated to maintain pension funds for firemen and policemen. It is opdorai with third class cities, the class K'Uhmond belongs to. to provide such famds. It is believed that any plan the mayor's committee will decide upon; will call for small monthly contributions to the funds on the part of each member of the two departments. ; The pension plvm would provide for . firemen and polloamen who have been incapacitated in the performance of their duties, and would permit the retirement of members of the two services aftsr they had served the city a specified length of time. thus permitting the families of two Richmond officers, murdered last July, to receive compensation from tho city. The mayor will name a committee of city officials and citizens. He is considering appointing a well known local attorney as chairman of this committee. "
SALVATION ARMY APPEALS FOR HELP
Money, food and clothing are still needed by the Salvation army, said Captain Miller today who announced that persons wishing to make donations should notify the army headquarters, telephone No. 1045 and that he' or some of his co-workers ' would call Friday for the contributions. Clothing will be , used for general winter relief work. Money and food will be used to make up the baskets which will be distributed for Christmas. Captain Miller has discontinued the practice of serving a public dinner, but will place baskets in $he homes where he personally knows that the family is deserving.
ROME LACKS SPECIFIC TERMS FOR PEACE, , SAYS HIGH OFFICER
ROME, Dec. 19. Foreign Minister Sonnino said in the chamber of deputies today that several resolutions which had been introduced in the chamber In regard to the peace proposals of the Central powers seemed to be based on the supposition that the government had or would have concrete and precise indications as to the bases on which negotiations would be opened.
