Nationwide prohibition took a long stride when the House Judiciary Committee voted unexpectedly to recommend the adoption of the amendment to submit the constitutional amendment forbidding the manufacture and sate of liquor for beverage purposes in the United States. At a result ofLlhia action it Is probable that prohibition will be one of the dominant Issues of the next Congress, although these Is some possibility that It will reach the Senate In time for action by this Congress. Representative Edwin Y. Webb, of North Carolina, is the author of the resolution providing for the constitutional amendment, which latter reads as follows: "That the sals, manufacture for sale, transportation for sale and Importation for sale of intoxicating liquors for beverage purposes in the United States and all territory subject to the jurisdiction thereof and any exportation thereof are forever prohibited.
