. Here la the daily average telephone use of the citizens of Richmond: Average calls for each telephone, 17, Total average, 40,000 calls dally. Average length of wire to call. 2 miles. Total dally use of wire. 80,000 miles. Hadlus covered, 10 miles. If the miles represented in the telephone calls actually existed in ?eparate wire connections, their velue would be $20,000,000 for a da y'B service, each mile of copper wire costing about $250 for the average gauge. The average length of toll calls Is 25 miles and there are 500 a day, making a long distance wire mileage of 12,500 miles, making an additional $3,150,000 worth of copper wire used daily in this city's business.'

Service of the best Is economy in tho end. With this before him, William M. Bailey has made the telephone service in Richmond rank as the very best in the United States, he learned last week at a national independent telephone convention in Chicago, which he attended as manager of the Richmond company. With the distinction achieved and the Richmond system recognized nationally, Mr. Bailey has related the story of the struggle the company here had, the lessons it learned, and the reasons why it succeeded and attained to the front rank of telephone companies. - Firm Deal in "Talk." "W sell talk. Give our customers talk, A man wants talk, when he deals with us and he doesn't care whether he is talking over a wire of gold or a cotton string." This Is one of his .characteristic

statements to his employes who now : know what the service idea Is. The Richmond plant is unusual in many ways. In the first place, it is j one of the very few plants where there j is almost no depreciation on automatic ! devices. When a unit is not working right,' no effort is made to find th trouble. The part where the trouble ! I'ps is removed and another substituted. New Part Put In Service Then the intricate mechanism is torn apart and rebuilt, and possibly , the trouble is never known, but there j is a new part ready for service, prac

tically as good as the day it was installed. : "That makes our maintenance exjjense high, very high. But it keeps down our depreciation and it keeps up our service," he said. "This," he said indicating the automatic phone system apparatus, "is doing the work of 60 girls." The Richmond plant is one of the few plants which has a girl wire chief. She is Miss Goldie Painter, who has long, - deft fingers, which make her. hands a distinctive feature. She can make 50 calls more quickly than any man, and can discover and record within a few minutes, any trouble and its cause. Numerous records of trouble calls are made and transferred in detail. Eighty per cent, are not trouble, the records show. Another point which makes other companies wonder at the daring of the Richmond company, is the quarterly test. Every one of the nearly 4,000 telephones is called and the renter is asked for complaints. The numbers are written In sequence In a big book and after them appear long rows of O. K.'b with an occasional notation of trouble. The trouble amounts to 4 per cent, according to the last test. This sometimes causes unnecessary trouble complaints because, of the old fashioned habit of "jiggling" the hook for the receiver, probably with the idea that the eyeless mechanism will glimpse the repeated flashes of light. Numbers Are Registered. "That jiggling registers numbers," said Mr. Bailey. "The receiver should be lifted from the hook and the number called. A man who jiggles the hook three or four times, may throw the selector into the 3,000's before he turns his dial, and he will get the wrong number' The automatic operations are too complex to be explained with satisfac tion, even by an expert, without a physical demonstration. Briefly, the first number called, finds one of 10 trunk-wires to which the phone. has access and selects the thousands board desired, the second number transfers the call to an entirely different swith board, designating the hundred-series, the third finds the tens and the fourth the units.

Charity , work In Wayne county is made the example of an article "Democratizing Social Welfare Efforts," by John Melpolder in the current issue of Survey. The article describes methods which have been used here to get everybody interested in social service work.

CHILDREN'S CLOTHING NEEDED BY BUREAU

Clothing for children is in great demand at the Social Service Bureau. Anything which will help keep unfortunate children warm will gladly be accepted. Shoes for children under the school age are needed. School children are supplied shoes out of school indigent fund. Clothing will be the only thing distributed by the bureau for Christmas gifts.

PUBLICITY INCREASES EFFICIENT SERVICE ON MAIL ROUTES

, Newspaper publicity has been a great means of assistance in placing Richmond's rural routes among the best, according to Postmaster Ecck. "Rural route patrons are all inclined to co-operate. When reforms a? suggested in . newspaper stories, th"e carriers notice a change the very next day after publication," said Mr. Beck. "Approaches to boxes have been gravelled, and now snow drifts are being removed. More farmers are buying postage stamps." Yesterday, one of the carriers had to bring a baking powder can to the office to be thawed out. ; Some pennies had been left in the can and were covered with snow water, which froze the pennies tight in the box.
