TAX COMMISSION RECOMMENDATIONS TO CALL

FOR INCREASE III VALUATION OF

In ease recommendation of the Indiana Tax commission appointed by Governor Ralston at the close of the last legislature are carried out In the next legislature, Wayne county's general tax levy will have to be greatly reduced and the valuation of property will hare to be Increased about ninety percent. ' . The report of the committee which was made public today recommends that the maximum county rate for Wayne and other counties which It places In the second class be thirty cents on the $100. County Levy It Higher. The county levy for 1916, payable In 1917, Is fifty-one and nine-tenths cents on, the $100 General fund, thlrty-Bev-en and nine-tenths, free turnpike repair, twelve cents and bridge fund, two cents. At present, real estate and property outside the city of Richmond Is being assessed at about thirty-five percent of Its actual value and property within the city limits of Richmond is being assessed at about fifty-five percent of Its total value. "Property the county over should be assessed on the same percentage basis whether it Is located In the vily or

outside," said County Auditor Bowman today.

The trouble Is with the present assessing system of the state.- Assessors

have full power add they can work according to their own convictions. The assessing system will be under discussion at the .next legislature. If the recommendations of the tax commission are put into effect, property In this county .will probably have to be assessed HOtnewlnjro between

sixty and seventy percent of its actual value. Since all tax rates, Including the state, county, township, school and corporation levies, could be lowered, bowever, there would be no material difference 4n the- amount of taxes that people will have to pay. . . 1 . Recommends New Method. The - reason that the system Is recommended Is Id bring out what Is now known as "hidden" taxable. Since money Is assessed at its face value In Indiana and notes at threefourths of their face values, deposits are made in Ohio or other Btates where there are different systems of taxation. If the rates were lowered and Valuations of real estate and the Hke raised.

people could afford to keep their money on deposit in this state and consequently there would be more taxable property. County officials expressed the opinion today that the reform Would be of great value to the county.
