"Concordia." a journalistic association of Crmz, con listing of German-writing newspapermen of Bohemia, Salzburg and the Tyrol, has involved Itself in a bitter controversy, and in doing so is throwlng some interesting side lights on the newspaper . situation in Austria, by charging that a definite effort is being made to assemble the press of Vienna In a gigantic trust. Privy Councillor Sieghart of one of the largest of the Vienna banks is the man the "Concordia" is fighting, and the journals claim be, not content with controlling a large part of the Vienna papers, is now trying to extend his sphere of Influence to Bohemia end the Tyrol. The control la being exerted, they claim, through the banks, and they want the new government to take a hand in the Interests of a free and Independent press. Attack Opened on Him Privy Councillor Sieghart, when the attack on him opened, defended himself vigorously, and In a communication to the new Koerber ministry declared, fir6t, that he is not an owner of a large part of the Vienna press, second, that he has no Intentions on
the press of Bohemia and the Tyrol, and, thirdly, that he never had any Intention to create a newspaper trust. FOOT BINDING LAW PLACED IN EFFECT
PEKIN, Dec. 15. The ministry of Interior, prompted by Chinese medical men with western scientific training, has just issued a circular to provincial officials calling attention to the edict Issued ten years ago against footbinding and urging them to put It Into effect. In remote sections the practice is almost as general as it ever was,' and it is no uncommon sight to lee young girls with bound feet even In Peking and other North China cities vhere the practice never was as much In favor as in the south. Missionaries throughout China have fliscouraged the practice to some extent by announcing that girls with small- feet would not be admitted to mission school. Rewards are now to be offered to tamlly and clan chiefs who succeed in lumping out footbtnding among the persons under their patriarchal jurisdiction.

Negotiation and arbitration, as' the preferable alternative to a colonial war, have .finally removed what was for: man; long years a source . of friction between Holland and Portugal. ; ; These two small countries, so famous three or four centuries ago as colonizing pioneers and who stDI hold important colonial possessions, concluded a boundary treaty as long ago as the year 1904 for the settlement of longstanding frontier disputes in the island of Timor, but the terms of the treaty have only Just been put into execution by the transfer to Portuguese hands of the district of Maucatar and, on the other hand, the cession of the Noimutl, Tahakay and Tamiru Ailala districts to the Netherlands East Indian government. - Timor, which Is situated due south of the Philippine Islands, in the Malay Archipelago, is owned, half by the Portuguese and half by ths Dutch, and the existence of such features as the Portuguese enclave of Moimutl, and of the Dutch semi-enclave of Mamatar, has at times led to armed collisions between the respective local authorities. These anomalies are now done away with by the definite mutual transfer telegraphically reported by the governor general of the Dutch colony.
