DESCRIBES DAYTON METHODS OF RUNNING GOVERNMENT

A city government that places the administration practically in the hands of the citizens that is what the Commercial club believes J. M. Switzer, a member of Dayton's city commission, offered last night in the city manager form of government. . ; Efficiency of the highest type, officials selected for ability with no regard to political affiliations, economy and a policy which places all civic business plainly before the citizens for their approval are points embodied in the city manager plan, Mr, Switzer said. Fifty Persons Attend. There were about 60 persons present when he made the address in th Commercial club meeting room. Some disappointment was expressed that only four city officials and employes attended. CUT INTEREST RATE ON NEW SPAN BOND

Before the county councilman began this afternoon the second reading of the ordinance appropriating $280,000 fof new bridges across the river at Main street and South G street, . the county attorney was instructed to prepare a resolution amending the ordinance to reduce the rate of interest on bonds to be Issued for the new bridges from 4 per-cent to 4 per cent. The reduced rate of interest decided upon will save the county on the Main street bridge alone $8,314.75.
