SOCIAL UNREST IS REAL CAUSE OF ALL PROGRESS

ST. LOUIS, Mo., Dec. , 8. Charles Stelzle, secretary of the federal council of churches in America, at a mass meetingheld here today in connection with the quadriennial convention of the council, declared it is thought business of the" church to develop social -unrest because . "without social unrest there can be no real progress." "One need not go far back into the history of the church to find duplicated practically everything that we deplore in organized labor, even to the boycotting and the slugging," said the speaker. "Every great reform movement must pass through its period of history. This applies to the labor movement just as it has applied to the church. "No doubt we are justified in denouncing the labor union for whatever lawlessness may be practiced by it, but We must give the labor movement credit for the good things that it accomplishes. We must also give the 'boss' a square deal. He is not responsible for present economic conditions any more than the working man is.

WOMEN'S PEACE PARTY HOLDING CONVENTION l WASHINGTON, Dec. 8. The National Woman's Peace party of which Miss Jane Addams of Chicago is president, opened a three-day convention here today. Subjects for discussion include military training, neutral action to shortenn the war, unions to enforce peace, war investments and the conditions of dependent nations in the war.

SAYS DIVINE BEING ASSISTED TEUTONS

AMSTERDAM, Via London, Dec. 8. An official announcement from Berlin makes public the following congratulatory telegram sent by the German emperor to the king of Bavaria, respecting the fall of Bucharest: "The beaten Roumanian army has abandoned its fortified capital .With God's assistance we have gone a great step forward. Your brave Bavarians did excellently in the mountain fighting and on the plains again gained imperishable glory. The heroic death of a brave prince and typical soldier of your lineage has been a source of inspiration to us."

NO PHILIPPINE LAW ASKED OP CONGRESS

WASHINGTON, Dec. 8 The Philippine law enacted at the last session tf congress is probably the best organic act ever passed by congress, declares Brig. General Frank Mclntyre, chief of the bureau of Insular affairs in his annual report, made public todady. General Mclntyre finds there is a "general feeling of satisfaction in the islands on the passage of the bill, far greater than was anticipated." It included he adds, all the legislation the war department and the Philippine government sought and- the report makes no request for additional enactments.
