RAISE IN WAGES GIVEN LABORERS BY CITY FATHERS
City council Intends to give the helping hand to laborers employed in the several municipal .departments in their fight against old H. C. L. Beginning the first of next year a minimum wage of 25 cents an hour and a ten hour working day will be established for laborers employed by the treet department, the park department and board of health. The scale recently established for the winter months, for street department men only, waB a nine hour day. with ten hours pay at a minimum wage of 20 cents an hour. Street Commissioner Knollenberg informed councilmen last night that the men in his department were perfectly satisfied with this latest scale, but the city dads thought the municipal laborers were entitled to better treatment. Laborers Wage Raised. Chairman Waltermann of the ordinance committee submitted a resolu
tion favoring the establisnment or a minimum wage of 25 cents an hour but the other councilmen did not believe this resolution was broad enough in its application and it was referred back to the committee to be amended so as to apply the proposed minimum wage to laborers In every department of city service. Council adopted a resolution favoring an appropriation increasing the salary the county treasurer receives from the city, as ex-offlclo city treasurer, from $1,300 per year to $1,600 per year, so he can appoint and have funds sufficient to pay the salary of a deputy city treasurer "who shall keep all the books of the city treasurer and other tccounts relating to street and license fees, and who shall receive all other fees and accounts due to the city except taxes." It is further required that this deputy be a man and be permanently located in the city hall. Chairman Handley of the public welfare committee submitted a report favoring the erection and decoration of a municipal Christmas tree but opposing the continuance of the practice of distributing gifts to the children. The report was adopted. The committee to provide the Christmas tree Is composed of Fire Chief Miller, Supt. Klelnknecht of the city plant, Park Superintendent Ford, Building Inspector Hodgin and Joseph Hill, a florist. EVEN TEN CENT STORES MAY RAISE PRICES
"If prices continue to go up, it is my opinion that 6 and 10 cent stores will have to change to 5, 10 and 15 cent stores in the near future," said a manager of one of the novelty stores today. "Many articles which are being retailed at 10 cents cost 9. f. o. b.

CHRISTIAN SOCIETIES OF YOUNG PERSONS FORM FEDERATION
v On the plan of the Richmond Federation of churches, a complete union of all the young peoples' Christian societies of the city is being organized. The third meeting was held at the First Baptist church last night. Next Monday night, final organization will be perfected. Every protestant church of the city has signified its desire to become affiliated with the union. Temporary officers are T. M. Minor, 239 South Fourteenth street, president, and Percy Smith, 107 South Thirteenth street, secretary. The purpose of the organization is to create interest among young people of the city in chcurch work. It will seek to do this by promoting the social life of the churches.
DELEGATES APPOINTED TO NATIONAL CHAMBER
Strong recommendations for a full time health officer law and for a state , highway commissioner for full control of construction and maintenance of roads with state funds and
funds received from the government were passed last night by Commercial
club directors, who were unanimous in the adoption of reports of two committees which have investigated the proposed measures. Ed Swayne and James A. Carr were elected delegates from the Commercial club to the United States Chamber of Commerce meeting in Washington, January 31. A committee from the Richmond Industrial Development company reported satisfactory progress.
DANGEROUS GRADE STILL UNPROTECTED
: About six months ago a farmer was killed on an unprotected crossing of the G. R. & I. railroad, at Linden avenue, one of the most dangerous crossings in the city. At that time council instructed city officials to arrange with the railroad company to have that crossing and the one at School street protected by alarm bell systems. .. These crossings are still unprotected, however, and last night Councilman Burdsall asked for information as to what action the city had taken to provide protection for the two crossings. He was unable to obtain much . satisfaction. A resolution was then presented and passed instructing the city authorities to communicate council's demand to the railroad offi-
