SMITH REPORTS WITH, COMMITTEE
UPON DEFECTIVES INDIANAPOLIS, Ind., Dec. 1. The committee appointed by Governor Samuel L. Ralston to Btudy the prob lem of mental defectiveness in Indiana which annually costs the state one and one-third million dollars, today submitted Its Indings and recommendations. On the basis of this report, the legislature is expected to revise the laws relating to defectives. The conclusions and recommendations of the committee, -which have heretofore been outlined by the International News Service, are based on an exhaustive study by the committee, not only of conditions in Indiana but also of the work being done in other Btates. Immediate additional Institutional accommodations for one thousand in sane patients now in need of hospital are is recommended by the commitee, which points out that -one per cent, at least, of the general population of the state is either epileptic, insane or feeble-minded. Recommend New Law A law making voluntary admission to the insane hospitals is recommended. The committee believes that such a law would be a great benefit to persons who know they have incipient cases of insanity and who would gladil take the treatment afforded to relieve them if it were not for the stigma attached to the legal examination and formal judgment of insanity by a commission appointed by laws Classified, the recommendations of the committee are: 1 Enlargement of the Village for Epileptics at New Castle to 1,200 capacity, and provision for larger medical facilities and for the care of women. 2 Additional facilities for 1,000 insane patients, and for the classification of patients in all institutions for medical treatment. The establishment of a psychiatric department in all institutions for the intensive treatment of the acute insane. S Establishment of u department at the Robert V. Long hospital. Indianapolis, for the treatment of incipient nieutal cases and detention wards at all other hospitals. 4 Development of means for occupational therapy for patients. Law providing for voluntary ad mission to state hospitals for insane, Would Enlarge 8chool. 6 Enlargement of School for Feeble-Mlnded Youth, Ft. Wayne, by a colony in southern part of state, on not less than 1,000 acres of land. 7 Additional law providing for com mitment of patients to School for Feeble-Mlnded Youth, the same as to Village of Epileptics 8 Mental as well as physical ex amination of school children and wherever possible, separate schools or separate rooms should be established 9 Enactment of law providing for commission, with sufficient funds, to study entire question of mental defec tlves in this state. In making its study, the committee secured the services of three eugenic field workers. These three Investiga tors studied two counties in Indiana and made exhaustive reports on them, which served as a basis for the com mittee's estimates of the general con dltions in the states. Figure Run Very Close. The committee found that the rati a of 1.8 epileptics per 1,000 population in "A" county was so close to that of 1.9 in "B" county that it appeared probable that the figure of 1.85 epilep tics in every 1,000 people indicates the true amount of epilepsy in Indiana. The insane from "A" county numbered 78, or 1 to 263 of the population. In "B" county the ratio of insane was much less, being 1 to exery 408 of its population. Assuming that the ratio of "AH county Is a correct Indication of general conditions, there are 10,000 Insane in the state, and assuming that the ratio of "B" county Is correct there are 6,617 insane in the state. In "A" county the Investigators found 285 feeble-minded persons, or 13.9 per 1,000 of the population. In "B" county they found the ratio to be 7.6 per 1,000 of the population. Attention is called that many individuals are classed as defectives by the investigators that are not recognized by the general public as defectives. Some of these are called "dull" or "stupid" or "peculiar" or "crazy" or "eccentric." In tracing the relation of mentral defectives to pauperism, the committee took a typical case of marriage between two feeble-minded persons. Three of their children, the investigators found, already have become public charges and two others can not be found. Few Persona Defective. In its conclusions, the committee finds that one per cent, at least, of the general population is mentally defective. It finds that 9.484 mental defectives are now on public support. It finds that 85 per cent of the insane are in Institutions and that there are 1,300 epileptics in the state who need institutional care. It finds that but 20 per cent of the feeble-minded are cared for In state institutions. Mental defectiveness, the committee declares, is a large factor in the cause of crime, delinquency, pauperism, in efficiency and many other special ills. LEPER KILLED BOY TO OBTAIN FLESH, BELIEVED A CURE SEOUL, Korea, Dec. 1. (Corre spondence of The A'ssociated Press) Justifying his act by the Korean super stition that the eating of human flesh is a cure for leprosy, a Korean leper !iamed Sin Yungsyun has confessed to the murder of a five-year-old boy whose mutilated body was discovered in a field in South Cholla province. According to the police the accused nlso admitted that with another leper he killed a girl in the mountains on September 15, and that both had eaten of her flesh. Lepers In Korea hitherto led a miserable life. With the exception of those cared for by missionaries in a small hospital near Fusan, they have been left to roam at will and eke out their own living. The superstition as to canibal cure is very general. Not infrequently cannibalism has been reported from the remote districts. Count Terauchi, until recently governor-general, took up the leper prob lem vigorously last year and as a re sult an island called Sorok off the southern coast of Korea has been se lected as the seat of a leper asylum. It is proposed to take in at first some hundred lepers selected from the thirteen provinces in proportion to the r.umbr in each. During their stay on the island the lepers will be taught modern farming. EXPECT MEN TO WEAR MORE SOCKS SO BIG ORDERS SWAMP MILLS Socks now come in for a turn in the spot light. For some reason, merchants of the country estimated they would sell 40 per cent, more socks next spring than usual, according to information received by Raymond Lichtenfels from big manufacturers. As materials are scarce and dye stuffs have advanced from 100 to 1,000 per cent, in prices, it will be impossible to supply complete orders. "The supply of socks will be appor tioned to the merchants by the manu facturers, and the foreign countries will get none unless the output of the mills exceeds expectations," said Mr. Lichtenfels. MARLATT TO PRESIDE AT ANNUAL BANQUET OF MASONIG LODGE
Samuel Marlatt, oldest past master of a Masonic lodge in the county, again will take the chair of master when Webb lodge holds its sixth annual past masters' night, Wednesday, Dec. 13. The lodge suffered heavily in the loss of its past masters during the past year, A. W. Rees, Walter Cole and A. W. Hempleman having died since the last past masters' night. The past masters' night will be one of the biggest occasions on the masonic calender for the year. Practically every member of the lodge who is in or near Richmond, will attend. DIVIDE $188 ESTATE BETWEEN 117 HEIRS INDIANAPOLIS, Dec. 1. An estate of $188.63 is being distributed among 117 heirs in the Marion Probate court. The money in the estate is being divided according to the relationship of the heirs to the deceased, and the amount each heir received varied from 4 cents up to $13.47. .' The estate was that of Mrs. Elizabeth Eskew, who died Feb. 9, 1914. She was one of a family of thirteen brothers and sisters. When she died the court ruled the heirs were two brothers and the descendents of twelve other brothers and sisters. The surviving brothers drew $13.47 each. Some of the heirs received 1-4410 of the amount distributed. The family tree covered eight typewritten pages. There was no inheritance tax to be paid. RICE REPLACES BEAN "Rice Is replacing beans on the tables of the poor," Township Trustee Edgerton said today. The Chinese dish is the only commodity which has not practically doubled in price in the last twelve months. Rice now retails three pounds for a quarter. Beans are retailing at fifteen cents a pound while at this time last year they sold for six cents a pound. That other temperance speakers would be brought to Richmond was the concensus of opinion at a conference yesterday between Miss Mary Woodward, state corresponding secretary of the W. C. T.
