CAMBRIDGE CITY, Nov. 27. Karl Franz Mosbaugh, the youngest aon of Mr. and Mrs. F. C. Mosbaugh, died Sunday morning from tuberculosis. The funeral will be held Tuesday afternoon at 2 o'clock, at the home. Rev. F. B. Stearna of the Presbyterian church conducting the service. Inter ment In Riverside cemetery. He was born in Cambridge City, Sept 1890, and graduated from the high school. May, 1908. The next year he entered Earlham college, spending two years and later two years in Wabash college, where he would have completed the course In one more year,, but was ntricken with paralysis, which developed Into lung trouble.- For more than four years be made a flgfft for health, spending a year In Phoenix, Ariz., during which time he manifested a remarkable degree of patience. The parents and two brothers, John L.,: of Teaque, Tex., and Dr. R. P: Mosbaugh of College Corner, O., survive him. i

Contrary to our repeated public statements that the agitation for the removal of the two Rivcrdale saloons is not being conducted In the Interest of a general wet-or-dry or antl-Baloon campaign, this Impression nevertheless seems to prevail. Why this j Is the case, cannot be Interpreted otherwise than that certain Interests believe that a majority of the public and of the officials are wet, and therefore with shrewd persistence these interests are active in keeping alive the Impression that this is a dry subter- , fuge which should be defeated. Any criticism that I may have made myself liable to since I began to work In this city and there has been plenty of it has been entirely due to my direct instead of Indirect methods of dealing with people. It Is surprising therefore that now in this matter my
motives should be impugned as having ulterior designs.' I wish to state again, then, that this is nothing more or nothing less than a simple moral Issue to save the characters, reputations and lives of poor people in a particular locality; that it 1b a matter that should appeal to all alike, whether they be wet or dry, pro-saloon or anti-saloon, retainers or abstainers, dealers or customers; that it is a matter which deserves the hearty cooperation of all of our citizenship. -The drys do not compromise their position of having all saloons abolished by favoring this restrictive measure; the wets do not compromise their position of "personal liberty" by favoring certain restrictions provided by law for the common good; . the liquor dealers do not compromise their position of wishing to. continue their trade by helping to weed out the worst; while the councilmen who vote
for the removal of these two particular saloons do not thereby place themselves on record as being now and in the future dry. but simply as being moral men who are governed by their sense of social responsibility, by their interest in the welfare of the weakest among our citizenship. I do not know whether the majority of our Richmond's citizenship or of our councilmen are wet or dry, but I do know that the great mass of our citizenship and all of our councilmen are moral and sensible people.. I do not
know whether the majority of the
Riverdale people do or do not favor these two saloons, but I do know that
a full and free expression from theae people on this matter is impossible simply because they would lay themselves open thereby to attacks from the lawless elements, and self-preservation is the first law of lifo. I believe therefore that Richmond's moral forces, Including Richmond's councilmen, will view this matter in the right light, and that none of them will permit himself to be hoodwinked by the insidious suggestion that this moral campaign is the opening of a
general wet-or-dry campaign, or that
it Is an attempt to place councilmen on record as to their being wet or
