If drastic demurrage rates will solve the car shortage problem and the consequent shortage
of coal, they ought to be enforced in Indiana. The
; public service commission believes that shippers
iare at fault in not unloading freight promptly
and is willing to increase penalties to force them
to get their shipments out of cars. A shipper often will willingly pay $1 a day . demurrage on
freight which has reached its destination. It is
cheaper than unloading it and carting it to some temporary storage place. If the demurrage rate is so high that the shipper will not find it economical to let shipments stay in cars he may be
prompted to act with dispatch. The problem of

eyes of the whole state will be fixed upon them. Governor&ect Goodrich, among other vital statements, declared in his campaign that the problem of taxation and, a change in the public utilities
jfect need attention. If the Republican party wants to make good, remedial legislation on these i points alone will go far to convince the voters that the party is in earnest. We believe Mr. Goodrich is sincere in his declarations and that he will do all in his power to inaugurate , the re1 forms to which he has pledged himself. .

Dirt and rubbish that is swept into the gutters and left there to rot and decompose not only is an offense to the eye but a menace to the health of the residents of the street.

Every freighter that leaves the United States for England must take at least half 'its cargo in
wheat and other things to eat. -:

I But each anil every oneof -us' does know that if the wheat, corn, meat and other foodstufs that are loaded into British steamers remained in the United States, ' the poor, people of this country
would not be forced to pay outrageous prices for
the necessities of life. The only way that suggests itself to us to stop this practice, is to put an embargo on foodstuffs and make England, France and Russia pay the toll. They and riot we are parties to the war. They and not we should pay the -full price for their folly. The poor widows and the .hard working shopmen of this country did not precipitate the war, neither did they ask England to rush into the war. If they are not responsible, then they must be spared suffering on account of the conditions imposed by the gigantic exportation of foodsstuffs. , ., Let our government place an embargo on foodstuffs. Great Britain started out to starve Germany. She believed in sanctity of the principle of starvation. It is fair for our government to protect our people. It is eminently fair for us to expect England to pay the increase in food prices. It is an outrage for us to pay the toll.

INDIANAPOLIS, Nnv. 17. The Indiana public service commission today
was requested by Governor Ralston to j send all Its inspectors at once to the j railroads in the state for the purpose i
of ascertaining the number of empty cars, their location, and reason for not being used and loaded cars being held on sidings. The inspectors are to report their findings Monday when the commission holds a hearing on the car shortage situation. The coal shortage situation in the state remained practically unchanged today but some t)f the state officials felt there might be an improvement expected soon.

UNIONS TAKE CASE BEFORE GOVERNOR
INDIANAPOLIS, Nov. 17. Representatives of Union street car employes here who declared the company has locked out its organized employes, submitted to Governor Ralston today a list of modified plans which he said he would turn over to the Indianapolis Traction and Terminal company. The men originally asked a minimum of 30 cents an . hour with a maximum of 35 cents, recognition of the union, a closed shop, and changes in the working conditions; The company refused all the demands and gave the men until 6 . o'clock last Saturday evening to sign individual working agreements.

COLOGNE GAZETTE DENOUNCES POWER OF FOE ON OCEAN
AMSTERDAM, Nov. 17. The Cologne Gazette commenting on the British reply to the American note regarding blacklists says : ' "Everything remains as before. England is mistress of the sea and whoever wants to carry on commerce can do so only with her permission and under her supervision. It Is not this navalism a thousand times more complete and more oppressive than anything German militarism which really does not exist is supposed to have done." ; The Gazette especially attacks Viscount Grey for mentioning submarine warfare as a justification for British predatory war. ."We are treating vessels," it says, "exactly in accord with International law: The fact we sink them is solely the fault with England who has marked nearly everything as contraband. The American congress empowered the American president to take strong measures against British encroachments but Grey appears to think that there is no reason to fear that Herr Wilson will make use of counter-measures."
