! Misjudging' the Newspaper. During the hours in which the nation was awaiting the final returns in the presidential campaign, many persons accused the newspapers of withholding the final decision in order that they might sell extras. Some critics believed the newspapers had entered into a gigantic conspiracy to suppress news and mislead the American people. Others believed the newspapers would benefit financially by keeping the people waiting. As a matter of fact, the long delay in settling the issue was as unwelcome to the newspapers as it was costly to them. If returns on Tuesday night had shown conclusively that Wilson had been elected, the newspapers of the United States today would be richer by thousands of dollars, for every hour of delay meant the maintenance of an expensive election service, the printing of extras that did not pay for the white paper on which they were printed, the exhaustion of em- , ployes and a general detriment to their efficiency ; for the rest of the .week. Few persons realize the expense attached to fa newspaper. Fewer still appreciate the truth that an election, or any extraordinary event enI tails a heavy expense on the newspapers, for they. are forced to pay, for an additional news service I and for the installation of temporary equipment I to give service to the public which has come to ' t 1 1L J J

are issued for the benefit of the public and not for the pecuniary gain of the newspaper, which looks upon an extra as part of the service which it owes the city and the community ii which it

I is printed. No serious minded person will believe for a 'moment that the newspapers entered into con- ! spiracy to delay the publication of election re- ; turns. Neither a Hughes newspaper nor a Wilson newspaper would have consented to such a plot, and if they had, hundreds of independent newspapers would have exposed the scheme before it was an hour old. The newspapers and the news writers chaffed

at the delay more vehemently than the most rabid partisan in Richmond. Every newspaper man in Richmond wanted the decision announced as quickly as possible. . Defending the Prisoner. The office of Public Defender has been created at Columbus, Ohio. The off ice was created by the municipality in recognition of the great injustice done to those who are too poor to hire a lawyer to defend them when they are brought to trial During the first three months of the existence of this office, the Public Defender has handled in court 166 cases. Advice has been given in many more cases. It is obvious that every agency in and about a prison is adverse to the prisoner. This does not insinuate that prisoners are treated in. a cruel manner, but does mean that the men who.police a city and the men who prosecute criminals look upon offenders in quite a different light than does the man to whom these duties do not fall. And it

also is perfectly natural that a criminal, or a per

son arrested for a petty offense, looks upon the police and upon the stated attorney as persons

who are hostile to him, the result being that

both prosecutor and criminal of ten fail to under

stand each other, with consequent injustice to

the offender.

Many a person and many a boy, arreited for

committing a slight offense in an hour of weak

ness become embittered and has been started

toward a criminal life by the fact that he has

been dragged into court without good legal coun

sel. This is not the fault of the prosecuting attorney, but is a defect in our system of handling

the problem.

If the city of Richmond had a Public Defender

we believe that many a case would receive more

leniency at the hands of the prosecuting attorney.

The Public Defender, gaining the confidence of

the prisoner would be able to" ascertain motives and causes, while the prosecutor, relying on the good judgement of the Public Defender, would often relent and assist in the work of reformation

and human conservation.

The Columbus Public Defender during his

tenure has been able to keep positions open for prisoners by getting into touch with their em

ployers. He and the state's attorneys have worked in harmony, and wherever possible they have

erred on the side of leniency.

In Richmond, the prosecuting attorney and Judge Fox of the circuit court have often shown that they believe in reformation rather than pro

secution, and many a man and boy has been kept

out of prison through the intelligent considera

tion of these officials

GAAR ELIASON THROWN UNDER WAGON WHEEL

CENTER VILLE, Ind., Novs 14. As Gaar Ella son, a young man living three miles north of here, was cross ing the Doran bridge Saturday, with a load of wheat a part of the harness broke, letting one horse loose from the wagon. This frightened the other horse and as it sprang forward, the sudden jerking of the wagon threw Mr. Eliason under -the wheel. One wheel crushed his arm badly as it partly passed over it; he was also bruised, and was unconscious when men ran to his assistance. Those who saw the accident consider it a miracle that he was not killed. Had the wagon gone a foot farther the wheels would have passed over his body. Falls from Haymow Noble Jackson son of Gaar Jackson, fell from the haymow last week, breaking a bone in his right ankle and receiving slight bruises At the close of Chapter of Eastern Star Friday evening, the members planned a little surprise party on Walter Cook, who is in very poor health and unable to attend the meetings. MILTON, Ind., Nov. 14. The services at Doddridge Chapel were largely attended Sunday and were of a very interesting nature. There was one accession to the church. The Rev. Mr. Taylor preached good sermons.
