ther reduction in power and, possibly, lighting rates. i Bond Puts Purchase Over. ' The SSO.000 bond issue was floated the first of this year to provide a part of the purchase price for the electric plant of the Light, Heat & Power company, which amounted to $213,000. There will still be outstanding against the plant the $139,000 of refunding bonds after the purchase bond issue i3 retired. Council put its foot down on the practice of passing appropriation ordinances the session in which they are Introduced, a practice known as "passage of ordinance under suspension of rules." Councilman Howells voiced the protest against the practice after an ordinance, providing an additional appropriation of $5,000 for city plant payroll, had been put through. Council Grows Restless. The council indicated last night that It was becoming fretful over the continued delay in the fulfilment of contracts for fire and police department contracts. The city is still awaiting
the delivery of four motor chemical wagons and a motor ambulance-patrol, all ordered last summer. Tho ordinance appropriating an additional $5,000 for the city plant payroll was made necessary through the purchase of the U H. P. electric plant.. When the payroll budget was provided the Increase in the plant's working force by the competing plant's purchase bad not been anticipated. Supt. Kleinknecht. however, made his payroll appropriation last for ten months. The additional $5.00 is for payroll for November and December. Burn Reaves On Street. Councilman White called attention to the common practice of burning leaves on paved streets. He said he really did not blame householders for
doing this because or tne ranure or tne city trash haulers to make prompt collections of such refuse. Councilman Weishaupt complained that trash collectors had not gone through many south end alleys for at least three weeks.
- Complaints on the bad condition of streets in Fairview were received.

SOUTH BEND, Ind.. Nov. 7-One hundred and seventy-five persons are defendants in a suit lied by Joseph D. Oliver to quiet title to land in the heart of the business district. The suit involves land on which the Oliver hotel and some of leading business houses are located.

Benjamin Price, George Brenizer and Lynn Shaw was appointed to look after the advertising of the Moose Minstrel show to be given at the Washington theatre, November 20. Rehearsals for the show will start tomorrow evening in the Moose hall.

President B. B. Johnson, of the American League, is on record today as having denied that he said, as quoted by two local newspapers, that August Herrman, chairman of the National commission would, be deposed from that position. At the time of Issuing this denial, "Ban" added this statement: "There will probably be a change in the complexion of the National Baseball Commission." Herrman is president of the Cincinnati club of the National League, and has been chairman of the National Commission since the formation of that body under the agreement between the National and American League.
