BELIEVES GERMANS STAYED WITHIN INTERNATIONAL LAW

WASHINGTON Nov. 3. State department offi today were almost as far from teaching decisions as to facts surrounding the sinking of the British freighter Marina as they were when the first official report was reeceived on Monday. The belief is growing, however, that Germany has not violated her submarine warfare pledges given this government. Officials pointed today to the question of whether the Marina was in the admiralty service as being the one point of most Importance to be cleared up. ,. Press dispatches from London passed by the British censors stating "it apyears that the vessel may have been engaged in Admiralty service," are being given careful consideration. This

is the most important point now neing Inquired Into by Ambassador Page in

London. His report is expected late today or tomorrow. Should it be established officially that the Marina had been in the Admiralty service under the general admilarty rules It is believed here that the entire matter will be dropped. The state department has ruled in previous instances that a merchantman that has been formally taken over by the Admiralt cannot resume her status as a merchantman during the progress of the war.
