IT6T00 Bad: PUBLIC SERVICE LAW PROPER SAYS BAVIS I F WELL CONSTRUCTED "I don't know that I 'would want the Publlo Service Commission law repealed," said Alfred Bavls, president of the hoard of works, at the South Side Improvement association meeting last night Mr. Bavls said, if governed by proper legislation, the Publlo Service Commission would probably be a very good thing. These remarks were prompted by a speech by Dr. J. M. Wampler who said that the people of Richmond are well prepared for "Home Rule" in case the Public Service Commission law is abandoned. Mr. Bavls explained that all public utilities in Richmond would be given a new lease on life if the law were wiped out entirely. The law provides that in case such a step is taken, the companies are given the rights of their original charter for a period of five years.
